In recent years, with the aggravatation of the global environmental pollution,greenhouse effect, the natural environment of the earth has been getting worse andworse. All kinds of natural calamities and man-made misfortunes occur frequently. Inaddition to the traditional mine disaster, fire, earthquake and riot, other new types ofpublic crisis, such as terrorist attacks, the spread of the disease, ecological disaster, alsoappear ceaselessly. As a basic duty of government, emergency management leveldirectly tests the government’s administrative ability and effects the prestige andcredibility of the government.In the realistic needs and all levels of government requirements, this essay designsand develops a Huizhou city emergency management information command system toimprove their emergency management ability in different stage, to enhance theleadership decision-making ability, to strengthen emergency response, to improve thecapability of emergency rescue, to guide the post-disaster reconstruction.The following work was done:First of all, Huizhou Municipal Government the key technologies related to theemergency command information system and the key technologies was analysesed,studies the current popular service oriented architecture, MVC design patterns, SSHframework, RIA technology, AJAX technology and XML technology based oninformation exchange standard, and puts forward the service oriented architecture inW/S mode system construction scheme.The system needs. After a survey on the emergency management departments andrelevant departments (for example: health, transportation, safety productionsupervision) was analysesed, the auther of this eaay has a thorough analysis on the database, management system, database structure, and a shared interface design method thatthe emergency management department of business process and related functionaldepartments can provide at present. On the basis of this, the municipal emergencycommand information management system will be designed into following severalmodules: system management module, emergency response organization and mail list management, emergency management, emergency plan, emergency duty managementof digital management, geographical information management, integrated voicescheduling, emergency response, emergency early warning monitor. In addition, theauthor also analyses the related needs of related system interface, security, performanceand platform and operational environment and so on, and fulfill the design of the entiresystem.Following, according to the requirement of the system function, the essaydetailedly designs and realizes the systematic architecture and modules. The systemadopts MVC (ModelViewController) model to build the overall architecture, anddesigns the the function of evety module. It finally realizes and develops the emergencycommand information system which is based on the W/S model.Finally, the essay does the program. It realizes emergency command informationsystem of Huizhou, carried out a preliminary test. In the test stage, the issues that thesystem operator put forward will be improved.To the future, there are still many business. A good system needs to be perfectedceaselessly in practice. There is no best. Only combined with the local reality, tailored tofit the local use is the the system the pragmatic one.
