In today’s society, with the development of urban economy and civilization, human activities lead to the increasingly serious emergencies. As the basic requirements of city construction and development, city security is more and more valued by the academic and city planning managers. How to effectively respond to emergencies, reduce the negative influence caused by accidents, has become the focus of contemporary city managers research.This paper compares the domestic and international emergency management system to find out the current shortcomings of domestic urban emergency system. Aiming at these problems, the corresponding solutions are put forward, and a set of urban emergency commanding platform system is designed and implemented. Urban managers can deal with all kinds of emergencies through the system, and improve the response speed of urban emergency response and the ability to deal with events.City emergency command platform proceeds from the reality of city emergency construction, using SSH framework, network communication technology, application management and other technical fields as the core, and expounds deeply the design and construction of the platform. System set of communication, command and linkage in one, to provide effective communication platform and information security for the scheduling of different emergency units and departments. At the same time, the system has the function of resource scheduling and decision making, which is based on the genetic algorithm, it designs a resource scheduling decision scheme to deal with multiple emergencies, and provides a powerful support for the leadership and decision makers. In this paper, according to the software development process, in turn from the demand analysis, system design, system implementation and system testing, the four stages of the system are described in detail. On this basis, further analysis of the system’s focus, difficulties and the corresponding solutions. Finally, the operation effect of the platform is analyzed from the multi angle, and the reliability and stability of the system are verified.
