At present, China is in a high incidence period of emergency and a long period of time in the future, China will face severe challenges brought by the various unexpected incidents. These emergencies are characterized by unconventional, complexity and attention. Practice shows that China’s urban emergency command still exists many problems and deficiencies. Therefore, the need of strengthening urban emergency command is the harmonious development of society and also an inevitable trend in the development of urbanization.On the Urban Emergency Management of resources, the effectiveness of high, the city emergency command platform with three architecture models and application of distributed technology, multimedia technology, network communication technology, project management and other more detailed analysis and design of technical fields, and pay attention to their mutual cross. Technical framework has been very successful case of multi-heterogeneous system integration, has an advanced nature, safety and maturity.This article proceeds from the reality of the city emergency command platform construction, in depth on the design of the platform, structure and construction technology. With the actual project construction experience, we do system functional requirements analysis, design of the system architecture, business process and structure of network analysis and illustrate the database design of emergency command platform. On this basis, further analyze the difficulties of software design and solutions about the construction of urban emergency command platform. Finally, from multi-angles, we analyze the operation effect of the platform, sum up the advantages of platform construction and show the next work.
