In recent years, China’s civil aviation flight has grown rapidly. However, because the control methods backward, it been led to flight arrival and departure scheduling efficiency low, and the air traffic congestion often occurs in some busy airport and terminal area. This has seriously disturbed the normal operation of flight and resulted in a large number of flight delays. Aiming at these problems, the text puts forward civil aviation port queuing system, the system is used as an auxiliary system of ATC automation system, to improve the airspace to maximize airspace environment of limited use efficiency and runway utilization rate, better with the airports and airline companies to realize data sharing, and make its operation and air traffic control departments to coordinate.Firstly, this paper introduces the domestic and foreign related research of departure queue system, found that many domestic and foreign literatures expatiate on the bon concepts, system advantage, the airport control benefits of civil aviation departure line, Or these literatures describe airport construction overall information system article, not a detailed from the requirement analysis and design literature port system. This is also the value of this paper.Secondly, introducing the departure queue aided decision system concept, elaborated from port queuing aided decision system construction necessity, feasibility. The necessity of construction from the rapid development of civil aviation transportation industry, providing air traffic control efficiency of three aspects; the feasibility of building is elaborated from the technical feasibility and feasibility.Finally, this paper analyzes the present situation of S airport overview, proposes the S airport and departure line auxiliary decision system related control, terminal display demand. Based on the design demand of the departure line auxiliary decision system, the system design is elaborated from the system construction goal and principle, software and hardware configuration, system function module design, interface design, data and man-machine interface design, network security and reliability design the development of the system and the operating enviormont of the whole system aspects. The system use the stanard JAVA EE constructure, based on the JBOSS services, operating on the RED HAT linnux Enterprise syetem, ensure the stability and openness of the system. The users use the emplorer to visit, it is very useful for maintainace and improvement of the system. After the function and pressure emperiment of The whole system, the system can demand for the work of the medium aided decision and improve the ability of the departuer aircraft, and realease the pressure.
