This paper first introduces the research background of the GPRS Remote Meter Reading System (RMRS) in the power sector, and on the basis of an extensive literature review, it summarizes the global achievements of researches on the system. Then it points out the existent problems in the RMRS in China and states the implications for this research, which include reducing the cost of the power sector and conserving the resources, gathering real-time information, providing better services and user experience, and promoting the development of electricity and communication technology. In this paper, the technological analysis and exploration cover the structure and working principle of the GPRS network, interconnection of GPRS and IP network, as well as the overall composition of the smart RMRS and its functions. Some outstanding ideas on the field are also mentioned. Additionally, the research involves the system development with object-oriented technology and the technical architecture of the SOA-based system and the J2EE platform.The research is mainly divided into two parts. One is a complete design of the functional requirements of the GPRS RMRS, including functions such as the mobile meter reading, reminder charges, authentication and remote upgrade of the all-in-one machine, and requirements of the major charge station for file management, data processing, system management, external interfaces, stable communications, as well as the FTP tool set. The other part consists of an analysis of the composition of the GPRS RMRS based on the functional design, the completion of the system’s application, data, technical and physical architectures and its interface design, which then results in an integral development process of the GPRS RMRS, and it concludes with a summarization of the research and gives an outlook on future research and development.
