There are some problems in teachers’lesson preparation by using computer, such as lack of resources, single model of lesson planning, unknown target and lack of practicability. This study, based on instructional transaction theory and related learning theory, combing with the instructional transaction theory and system design and development method, has developed a lesson preparation by using computer system with the application of technology. This system can be used in solving practical problem and improve the efficiency of preparing for teachers.Lesson preparation by using computer is a tool which can improve teachers’ efficiency of lesson preparing. It uses analysis, design, development and implementation and evaluation method. This paper has made lots of literature investigation, analysis of users’ need, course characteristics and content and so on. After that, it put forward a design concept of lesson preparation by using computer system based on instructional transaction theory, It analysis this system’s structure and function module.In accordance with the system design and implementation plan strictly, it has developed a lesson preparation by using computer system based on teaching theory with the application of JSP, database and some other related technology, and take the secondary professional computer course for example. The system provides relevant lesson preparation resources, information and related learning support service to teachers mainly through the questionnaire survey, online lesson preparation, communication space, individual space, learning resources, and other modules, thus, it improves the efficiency of lesson preparation.
