With the modern education reform and the rapid growth of the Internettechnology, the education informationization has been constantly promoted.Compared with the traditional way of education, the network education has manyadvantages, such as the open learning system, the educational resources easy to beshared, the diversity of teaching strategies, the flexibility of learning styles, etc. Thenetwork education is not limited by time and space, so it s much more convenient torealize "individualized teaching". The sharing of online learning resources providesrich learning material for the network teaching. The cross-platform access toresources can help teachers to shorten the preparing time for teaching and enrich theteaching content. Standardized resource development can make digital resources beused in different learning management systems. Particlized knowledge, skill pointsaccumulative wares can realize the recycling of resources. The integrability of theresource will realize the goal to build network courses according to different teachingstrategies, so as to solve the problems that the teaching content used to be difficult tobe split in traditional network courses, and that resources can’t be reused.Standardized resource development, reduce the cost of network curriculumdevelopment, so that the developed resources can be reused to the maximum.Therefore, the research of constructing high quality educational resources has becomethe focus in the course of the reform in nowadays vocational education.Based on the research of the current situation about domestic and internationalhigh-quality course construction and resources development, the report puts forwardthe main problems existing in current domestic network courses construction that isthe linear curriculum development and high coupling resources organization reducethe resources recycling and mobility. SCORM2004Standard, which is the focus ofthe thesis, contains a variety of international standards. The aim of SCORM Standardis to create reusable learning objects, and make them easy to be moved and searchedaccurately on different platforms. Besides the systematic research of SCORMStandard which contains the Content Aggregation Model (CAM), RuntimeEnvironment (RTE) and Sequence&Navigation (SN) systems, combined with thethought of teaching wares development, we choose Share Content Object (SCO) andthe learning micro unit (Asset) to be the minimum particle for the teachingaccumulative wares development. Taking the sample of course development inWeb-site Content Editing, with the application of the software engineeringdevelopment method and based on the analysis of the system demand, the reportexplains the model of the wares development, the process and technology of thedevelopment. In the end, the report shows the research achievements of wares development. The research of creating wares of web page templates provides theuniversal method to make static web pages from scripts, broadens the ways ofresources development according to SCORM2004. By researching metadata typesand labeling methods with the practice, the report summarizes the method of creatingnetwork course catalogue index. Manifest, xml files can help to call and retrieveresources on cross-platforms. Besides, the report also describes the design of someinteractive questions and the standard of media resources development. Furthermore,the report explores the method of packaging the curriculum resource wares, addingAPI code which aims to communicate with LMS. In general, this report provides anew idea of developing reusable resources for the high quality courses of vocationaleducation.
