Maritime transportation technology innovation system is an important force, isan important application field of the transport of new technology, new achievements.In order to further enhance maritime scientific and technological innovation, promotethe development of Marine Technology, to avoid duplication and to improve theutilization of scientific and technological achievements, in accordance with theuniform requirements of the Ministry of Transport, the construction of Marine Scienceand Technology Information Resources Management platform. In this paper, based onMarine Science and Technology Information resource management platform,combined with the construction of large-scale management platform concept on howto build a set of the Marine Technology management system of science andtechnology-based resource management platform.Through the analysis of maritime science and technology management systemdocuments, combined with the actual building needs, divided into the technologyproject management system, technology achievements management system andwebsite of three major construction. Discussed all aspects of the use of softwareengineering knowledge from requirements analysis, system design, systemimplementation, and the eventual establishment of a collection of scientific andtechnological information management, approval, query, display and other functionsin an integrated system for the management and research staff a "one-stop" service.The system uses ASP.NET (c#) platform developed using Visual Studio2010asthe development environment, MicroSoft SQL Server2008as database development,and in the foreground a combination of JavaScript technology to provide strongsupport for the front interface. NET Framework is Microsoft’s primary developmentplatform, in terms of stability, reliability, maintainability, and compatibility, as well asrunning performance has a significant advantage. Reference system design the classicworkflow design mode, to solve the complex problem of data transfer and exchangeof the systems involved.The system uses the system design of object-oriented thinking, using B/Sapplication mode, humanized operation interface. The simple operation of the system,a cross-platform, easy deployment, and use of a wide range of characteristics. Inaddition, the system is designed according to the actual needs of users, completely fitthe user’s actual situation, improve the management efficiency in use, to reduce intermediate links, enhanced processing power of science and technologyinformation.
