| The science and technology project is established by the state to support scientific research and technological innovation,which is a concrete manifestation to implement the plan of science and technology development.With the implementation of the national innovation-driven development strategy,the financial investment in science and technology has been increasing year by year,the number of science and technology projects has been substantially rising,and the working tasks of science and technology project management have also been constantly accumulated.In order to improve the management level of science and technology projects,and enhance the implementation effect,it has become an inevitable trend in the development of science and technology project management to achieve the whole-process information management for science and technology projects,with advanced information technologies.In this paper,an integrated management service platform for science and technology projects was designed and implemented,based on the serious investigation and analysis on practical requirements for science and technology project management service,as well as standardization and optimization of technology project management process.Firstly,the overall architecture design,functional design and database design of the system were conducted,and then the detailed design and programming were performed for each subsystem of the platform,based on SpringMVC+Spring+MyBatis lightweight framework and database management system.Meanwhile,corresponding tests were carried out during the entire cycle of system definition and R & D,thus improving the quality and reliability of the system.The integrated management service platform for science and technology projects covers the guide release,project application,project recommendation,project acceptance,expert management,project evaluation,project approval,task document subscription,innovation voucher issuance,qualification approval for science and technology service institutions,science and technology service product maintenance,science and technology service reservation,science and technology service transaction,innovation voucher cashing,science and technology report submission,science and technology report review,science and technology report release,project acceptance check application,project acceptance check and other functions.It has achieved the standardization,transparency,one-stop,and whole-process information management for science and technology projects,so as to effectively enhance the management level and efficiency. |
