Scientific research evaluation is an important content of scientific research management.This is a policy and highly technical work.It is directly related to the development direction of scientific research,scientific research personnel's enthusiasm,and the development of the school teaching building.Work in scientific research in the review of research achievements of our university as a priority of scientific research management work,long-term commitment to research how to better management in the evaluation of scientific research achievements,in the study to explore a suitable way to develop scientific research evaluation work,and achieved fruitful development.The rapid development of modern Internet technology and the widespread application,electronic,networking,paperless,modernisation of expert evaluation,is particularly important,network &appraisal gradually replaced the old centralized way,of course,scattered,long-distance online review also gradually hot now,at the same time the reviewers will be able to understand reviews the progress of the work in time and review the important results,the implementation of network evaluation system has made greatly project review staff work,more can improve the efficiency and predictability for results of elastic working review.All perfect management system must begins with a good requirements and systematic analysis,in this paper,the evaluation of scientific research work conducted a detailed and comprehensive investigation and research,and combining the knowledge in the actual demand and management system on the basis of application technology together,detailed requirement analysis and system planning,by adopting the idea of object-oriented analysis,design the scientific research evaluation management system.This system is develop in Java,considering the system using B/S structure is used in the special requirements of using Java classic three-tier architecture,using the struts + spring + hibernate framework,using My SQL database and tomcat as a server for erection system.Adopt the way of development not only can enhance the flexibility of the software,also can reduce the maintenance costs of software,the characteristics of the cross-platform greatly strengthen the portability of the system.This system consists of three subsystems: system management,declaration management and evaluation management,corresponding to different operations.Papers on the system three subsystems function has carried on the detailed instructions,and for the realization of the function of some important lists the detailed program code.Finally,for the development of the system are summarized,and the work on the propagation of the management system is discussed.
