In recent years, the prison a few pieces of sensational escapes, attaches greatimportance to the State Council, the Ministry of Justice. The provincial Bureau ofPrisons have invested a lot of money, and built a provincial bureau of prison twocommand centers, The development of software application systems，full use ofinformation technology to strengthen the ability to respond to incidents of prison. Theresearch topic of this article is based on the prison contingency plans in the planningand construction projects of the Guangdong Provincial Prison AdministrationEmergency Command System Design and Implementation of the system.In this paper, Aiming at the prison in emergencies, emergency response speedslow question, proposed the establishment of emergency preparedness systemrequirements, design and development of the prison of emergency preparednesssystem. The system architecture of J2EE and WEB application based on B/Sarchitecture, the design thought follow the MVC, design and implementation of thecore module of prison plan system. The main work includes: the development of alibrary management system, emergency plan, through digital, structured and theprocess of decomposition of the plan, to achieve the daily can query, modify, addemergency plan, real-time simulation exercises; after the occurrence of unexpectedevents, the system can determine the alarm and emergency system automatically,according to the results automatically or manually start the emergency plan, automaticassociated to the event to the contact, the prison management resources, process andmethods, in order to complete the information submitted, aided decision-makingleaders and scheduling instruction and feedback work quickly.The Application of system helps to prison in dealing with emergencies,contingency plans in line with the current emergency situation to the emergencydecision-makers as a guide, and the application of system improve the efficiency ofpolice officers to deal with emergency cases and the standardization of prisonmanagement information.
