In Shijiazhuang City, there is no systematic contingency management approach for network emergency, still using the traditional management model, but in emergency scene, it usually need to operate and coordinate a large number of resource information, and to dispatch personnel, so that each link will come with many problems. In the background of the current management of emergency plan, how to combine plan and resource management with information technology and establish a management system which is suitable for emergency work are key research contents of administration department of production safety supervision in Shijiazhuang City. In order to solve the current problems in Shijiazhuang City, we need to design and implement the emergency plan and resource management system.The design and implementation of the emergency plan and resource management system of Shijiazhuang City mainly includes plan management and resource management, and its main work includes analyzing business requirements of plan management and resource management of the system. Depending on system business requirements, we made preliminary design for system functions, partitioning system modules and sub-modules. The system was mainly developed on J2EE platform, and used the MVC design pattern, and was designed and implemented by the Struts framework, Hibernate framework and Spring framework. The view layer was designed by tag library of the Struts framework and JSP page technology; all functional modules of the system were analyzed in detail by class, method and function timing diagram, the controller was designed by the Struts framework and the Spring framework; entity class of database was designed by using the Hibernate framework, laying the foundation for system implementation. Finally we used object-oriented design patterns to complete the concrete realization of the emergency plan and resource management system.The system mainly implements the two functional modules:plan management and resource management. Plan Management business provides the management of the usual structured and streamlined procession of emergency plans from processing, and start, execution and end of plans. Emergency resources management provides sort management of the basic information, location information, and unstructured information of emergency resources. Plan management module implements seven sub-functions, including emergency planning management, plans match management, plans starting management, plans execution management, plans upgradation management, plans monitoring management and plans ending management. Resource management module implements six sub-functions, including basic information management, GIS information management, document management, scheduling management, tracking management and information pushing management.The system builds a platform of information management and early warning monitoring of fatal danger fountainhead for Shijiazhuang City, helps the leadership and management personnel to manage and effectively monitor emergency plans, thereby further improving the level of plan regulatory in Shijiazhuang City.
