Water conservancy project construction and management is very complex andlarge system engineering, it has many of the characteristics, such as, long constructionperiod, very large investment, great impact on the ecological environment impact, andinvolves lots of areas of expertise, etc. The traditional methods which used to test theproject have some shortcomings, for example, solid modeling takes large areas andwaste lots of resources. Two-dimensional plane design method is difficult to calculatestorage and transfer data. All these methods cannot adapt to the demands of modernwater conservancy project.The emergence and development of the virtual reality and simulation preciselyadapted to the objective needs of the water conservancy construction and management,it has opened up new avenues to address these issues which mainly manifested in thefollowing aspects. The new method could reproduce the overall look of the waterconservancy project, provide strongly support for project evaluation, and provide athree-dimensional visualization platform for the management of the project and agood platform for project reporting and advocacy. Combining with the Han River toWei River water conservancy project, this paper constructs a three-dimensionalsimulation system to simulate and management the project.Firstly, this article describes the project background. Then, based on the systemrequirements, this paper designs and implement the system, it’s mainly containsconstruction the scene models, design the users interface and implement thesubsystem which named progress management system and progress simulationsystem.
