The Comparative Study Between Government Press Conference And Media’s Agenda

All-China Journalists Association introduced the spokeseman of the departmentof the State Council and mass organization to journalists from China and overseas onApril30,1983, it meant press spokesman system was established in China.China’spress spokesman system has been growing up quickly since SARS in2003.However,compared with the construction from the press spokesmansystem,studies of the press conference of the departments of the State Council isweak,especially in light of press conference empirical case studies. How thedepartments of the State Council communicate information to the Press in the routinepress release? How the Press report the press conference? Whethere the departmentsof the State Council can set agenda for the Press in order to produce the discoursepower?This study research the agenda flow and media choice of departments of theState Council by two lines of discourses.Two lines of discourses:one is the pressconference of Ministry of Commerce、 Ministry of Industry and InformationTechnology、National Development and Reform Commission, another is reportingabout those conference by the Press.Press conference of the three departments of theState Council is government agenda, reporting about those conference is mediaagenda.This paper study the agenda flow and media choice of departments of theState Council by the comparative analysis between the government agenda and mediaagenda.Through the empirical analysis, the research got conclutions involved: What thespokesman of departments of the State Council said can set agenda for the Press.Spokesman of departments of the State Council like to answer questions from nationalmedia not local media. Spokesman of departments of the State Council like to answerquestions from overseas famous media not infamous media.Spokesman ofdepartments of the State Council like to answer questions from China’s media notoverseas media.
