The Empirical Study Of International Metropolis Government's Press Release

The local news release system has been growing up throughout the country since the construction in Shanghai in 2003. However, Compared with the construction from and local news release system, the studies and researches of China local news release system is weak, especially in light of local news release system empirical case studies. However, faced with increasingly open China local economic and social development environment, how to create the local news release system to meet the needs of the local government information publicity, how to give full play to the news release system agenda setting of the function, and how to balance the citizen's right to know and agenda setting have become an important issue to the internationalized city's government news release system.This study is based on the empirical research of local news release system, which selected the iconic-valued case of China local news release system, Shanghai government news release system. Combined with qualitative and quantitative analysis method, the study combed the synergisticrelationship with foreign media and local news release system in the international background, so as to summarize the experience in positioning and mechanism design and look for solutions to the development and perfection of the system.Through the empirical survey, the research got conclusions involved: the orientation design of the news conference in Shanghai meets the positioning of local government press system, but need to strengthen its international characteristics; the content, the form and process design of the news conference in Shanghai municipal government and the foreign media interviews demand exists deviation; and Shanghai government spokesman role get recognized in overseas media, but there are different understanding in the role of the press spokesman between overseas media and government officials.In the aspect of the international cities'news release positioning, the study concludes that the international city news release object can not only face to the local media for the local public, but also to the media and people all over the world who are interested in this internationalized city. In a news release and the specific design, we should take the good care of the "game" relationship between government "agenda Settings" and the media's rights, such as its "right to know" as the "audience" in the first round of spread, and pursuit its "with" the effect.
