Research On Functional Positioning Of College In The Management Of National Student Loan

The government has developed a series of education-aiding policies, including National Student Loan, National Grants, National Endeavor Scholarship, Education-aiding Ticket, Work-study Program, Fee Remission Scheme, and Green Channel for freshmen, to achieve the goal--"Not let a student out of school because of family poverty". The government offers direct or indirect financial assistance to students from poor families in order to reduce and lighten their financial pressure and improve their material base for better accepting education in the school period, so that not a student will lose the educational opportunity due to family poverty, which reflects the education fairness and guarantees students’education rights. It plays the significant role in students’future development. As one of education-aiding policies, the paper focuses on National Student Loan. National Student Loan is the education-aiding form by issuing financial discount loans (RBM) from banks to poor college or university students to help them pay tuition and daily expenses in their school period so as to support education and aid students with financial difficulties to complete their studies through financial instruments. This policy benefits the nation and the people. To students and their parents, it has the obvious public benefit; however, to banks granting loans, it brings low profits and high risk. This policy has been running in the country for over ten years, and it is generally believed and has been widely accepted that its social welfare benefit is greater than its economic benefit.The introduction of every new policy is not a smooth process like National Student Loan. Although it has been carried out in the country for more than ten years, it has been exposed a lot of problems due to the policy design defects and the complexity of actual implementation, and needs to be solved. In order to achieve the great objective and promote the education fairness, it is necessary to analyze interest parties from National Student Loan system to improve the policy via an overall and multi-angel view. Colleges and universities play a significant role in connecting banks and students, and taking the vital responsibility. Concrete analysis of the functional position of colleges and universities has the profound theoretical and practical significance for the implementation of National Student Loan.
