Research On Performing National Student Loan Policy By Zhongyuan University Of Technology

With the reform of the charging system, our country has made a great-leap-forward and supernormal development in the higher education in the recent decade, which satisfies the strong desires of a vast number of students, and furthers the improvement of the people’s comprehensive qualities and the rapid development of national economy. However, our country is vast in area and varied in terrain and populous, which leads to the disequilibrium of the economic development. The state of poverty commonly exists in many districts. In our country, it is a dominant problem that the children from poor families in poor districts face the great difficulty in receiving higher education.In order to further the fair higher education, realize the harmony and stability of our society and supply the poor children with the chance to receive higher education equally, our country has been carrying out the new mechanism of the national student loan nation-widely since2004. Under the conduct of the new mechanism of the national student loan, Henan Province actively explores the mode of the national student loan suitable for local practice. By the cooperation with Henan Branch, State Development Bank, this province explores out a new mode of the national student loan, for which the universities are determined as the main body of the management and the mechanism of encouragement and constraint is introduced. The national student loan so called "Henan Mode" greatly lowers the repayment violation rate, basically realizes the expected goal to grant loans as you like, and achieves a good social effects. The "Henan Mode" furthers the healthy and sustainable development of the universities in Henan Province and also plays an demonstrative role in the overall carrying out of the new mechanism of the national student loan in whole China. The study in this paper begins with the current state of the carrying out of the national student loan in Zhongyuan University of Technology and the methods such as questionnaire investigation and interviewing are adopted for the whole study. By overally analyzing the investigation results and the current state of carrying out the policy of the national student loan of Zhongyuan University of Technology, this paper points out the advantages and disadvantages of "Henan Mode"of the national student loan.The main advantages of "Henan Mode" of the national student loan include:1) making the relation among responsibility, power and benefits explicit, introducing encouragement-and-constraint mechanism, determining the universities as the main body of management, and greatly enhancing the activity of the banks in granting students’loans;2) basically realizing the expected goals that loans can be granted as you like as long as you satisfy the basic assistance requirements, guaranteeing the principle of the fairness of high education and furthering the healthy development of Henan’s higher education;3) the perfect management system of "Henan Mode" improving the efficiency of student loan and lowers the repayment violation rate.However, many disadvantages of "Henan Mode" of the national student loan, such as unreason ability of repayment term and repayment way, are also exposed.In terms of the disadvantages faced by "Henan Mode", this paper proposes suggestions to make "Henan Mode" more perfect, including (1) strengthening the honesty education;(2) properly prolonging repayment term and changing current repayment way, according to some experiences from abroad;(3) properly increasing loan amount;(4) setting up the law system of the national student loan.The study in this paper is of a theoretical and practical significance to the further perfection of "Henan Mode" of the national student loan.
