With the great development of social economy, the demand for skilled talentswith high-quality is increasing day by day. The Central Committee and the StateCouncil have made demands on the development of higher vocational education formany times in different occasions, which has made vocational colleges--specialinstitutions of higher education--get great development and progress. Great socialneeds and desire for higher-level education have made vocational colleges put in a lotof effort on its connotation to accomplish their missions and achieve the sustainabledevelopment of science. One important aspect to raise the connotation is to improvethe standards of performance management. Balance scorecard is a common tool forperformance management. It has four dimensions: financial, customer, internalbusiness processes, learning and growth. BSC has effectively changed the traditionalway that we only depend on the financial data instead of performance management.Used in high schools in and abroad, BSC has achieved good results. But as we are notfamiliar with this tool, lack of internal communication and have not attached muchimportance to performance management, besides, the high cost of implementation andthe difficulties in distributing the weights are the obstacles to popularizing BSC inhigher vocational schools in our country.In this paper the author gives a comprehensive definition to performancemanagement in higher vocational schools (non-profit organizations) by using thetheory learning in MPA lessons, points out the defects and problems existing inperformance management work, describes the importance and necessity of developingperformance management in higher vocational schools, redesigns the performancemanagement system by using the balanced scorecard, makes a concrete analysis of thethree stages of BSC implementation. The author also illustrates the BSC’s importantrole in establishing performance management system. At the end of the paper, authorexplains the problems we may meet during the implementation process so that we canlearn the success that the BSC has achieved in profit organizations. And it providespractical operational framework based on the characteristics of performancemanagement in higher vocational schools.
