"Centuries plan, education-oriented ". With the development of economic globalization, the higher vocational education, which is growing more and more internationalized, popularized, and marketized, has become a key point to the economic society. The application of higher vocational education to the economy in modern society, depends on a team of vocational teachers who is qualified to the needs of market economy. Therefore, it becomes one of the key links for the teacher performance management to construct a competent teacher troop. This paper mainly deals with the study of teacaher performance management.The survey research method is used in this paper to analyze the current situation of teacher performance management at Shanxi vocational colleges. Accordingly, the author concludes several problems that exists in the teacher performance management at Shanxi vocational schools, such as concept confusion between performance management and performance assessment, ignorance to the importance of performance management, lack of effective communication in the process of performance management, lack of scientific indicators of performance evaluation, lack of necessary feed back on the results of performance appraisal , and deficiency of grievance appeal system .On this basis, the author makes some suggestions for building a teacher performance management system at Shanxi vocational schools. Firstly, the author analyzes the development goal and teaching posts at Shanxi vocational schools, and develops an instruction to the teaching posts. Then with the Delphi method to determine indicators of performance evaluation, and the analytic hierarchy process to determine the coefficient of index weight, the author uses 360-degree assessment method to appraise teachers. Finally, the author suggests that while the teacher performance management system is bringing into operation, it is crucial to unite the purpose, to participate jointly, and to communicate effectively. Meanwhile, during the feedback on the results of performance appraisal, it's necessary to adopt performance appraisal interview and grievance appeal system, and to connect the performance evaluation results with assessing post employment, job promotion , class fees, continuing education , and awards .Through this study, the author hopes to provide some constructive suggestions to the study of teacher performance management at Shanxi vocational college.
