With the deepening of the reform of the higher education management system,school autonomy of universities is gradually authorized to colleges. In order tostrengthen the cultivation of college students and broaden the students’ knowledge indifferent fields, many universities have set a lot of public elective courses for students tocreate more pro-active, independent learning opportunities. It should be said the publicelective courses have made certain achievements and education effect. However, invarious colleges and universities, situation of public elective courses is quite different:some elective courses can attract many students, while the most other course failed topique the interest of students. A lot of problems are gradually exposed in the curriculumimplementation process. The quality of public elective courses is not optimistic. Inessence, theoretical support is not so sufficient before the opening of public electivecourses in our country. Enough foresight and solutions for problems that may arise inthe implementation process is not well prepared. Even which values should be taken forpublic elective courses as the guiding philosophy is ambiguous. In short, the lack ofdetailed top-down design led to the confusion of public elective courses.Based on the background of higher education reform and internationalization, thisstudy concludes the existing problems and analyzes the experience through the study ofthe history of the quality of college courses at home and abroad. Focused oninvestigating which value of the pursuit and goal pursuit is suitable for higher educationelective courses, the author suggests the pursuit of value of public elective courses isestablished on the basis of the merging of the value of diversity. Secondly, a review ofthe course of development of the public elective courses is completed, and on the basisof investigation and analysis the existing problems are classified to three aspects,namely the opening stage, implementation stage and management stage of electivecourses. Lastly, when it comes to the assurance approaches of public elective coursesquality, the author focuses on build analysis of the internal quality assurance for electivecourses, suggesting quality assurance strategy should be executed respectively, in theinput, process and output stages. The detail content of this research is:The first part is the introduction, including the reason and research significance ofthe topic, research ideas and research methodology, literature review and relatedconcepts definition. The second chapter focuses on the value of the pursuit and pursuit of the objectivesof public elective courses. The value orientations of public elective courses not onlyinclude both instrumental value and social value, but also focus on the value pursuit ofnational culture tradition, returning to human activities and promoting individualdevelopment. The value pursuit of public elective courses is the integration of the valueof diversity. The objectives pursuit of the public elective courses is mainly dedicated topromoting the improvement of students’ knowledge and value structure, thedevelopment of the personality and the cultivation of ability and social responsibility forstudents.The third chapter is a reflection of our domestic public elective courses. Theexisting problems are listed based on the literature research and survey analysis in theimplementation of public elective process. For example, the stock of public elective islow; proportion of public elective course in all the courses is small; there is a strongrandomness in the course opening stage; selective purpose of students is not clear; thereare strong and pragmatism utilitarian tendencies in the opening and selection stages;there is a lack of enter and exit mechanism for public electives. These problems, tosome extent, restrict the quality of my public school elective, weakening the role ofpublic elective courses in personnel training.The fourth chapter focuses on the implementation of the quality assurance ofpublic elective courses. Taking Total Quality Management (TQM) as a guidingphilosophy, the author selects key factors, which will impact the input assurance,process assurance and output guarantee, as the perspective of the discussion to build aninternal quality assurance system that is significant to the quality of public elective witha strong operability and certain theoretical significance.
