In recent years, these schools make contributions to deveping indigenous knowledge andinheriting national culture with the three-level curriculum management system, which havebeen certain nationality and local features in the development of school-based curriculum innational high school. However, the School-based curriculum development encountered manyproblems in practice because of the traditional concept of education and obsolete concept ofcurriculum and etc.This text takes the Guo Xing Middle School of Hainan Province as an example, the use offield observations, questionnaires, interviews and other methods. The papers are used foranalyzing the achievements and problems of the development of current school-basedcurriculum in national high school, and anatomy the causes,then seek the solutions for theproblems in order to promote the development of school-based curriculum in ethnic minoritymiddle school and adapt to the demand for the development of economic society, culture andeducation.This paper is divided into four parts. The first part is the introduction, introduces theorigin of the study, research status and significance of the study. The second part includesanalyzing of establishment of the school-based curriculum organization, school-basedcurriculum situation in Guo Xing Middle School in Hainan Province,where main problemsare the drawbacks of the management systems, the insufficient awareness and capacity ofconcerned teachers, the lack of cooperation among different schools and the resources,the ofthe imperfect school-based curriculum evaluation system. The third part gives suggestionsabout exploiting the school-based curriculum. From my own perspective, we should reformschool-based curriculum development and management system through improving theorganization and strengthening curriculum leadership to the management of the developmentof school-based curriculum. Besides, teachers deepen their understanding of curriculumdevelopment and improve capacity by obtaining multicultural knowledge. National middleschools ought to encourage students’ parents to support the reform, strengthening thecooperation with community and other schools. Moreover, it is the duty of these middleschools to enrich and make full use of curriculum resources. Last but not least, national middle schools establish flexible school-based course evaluation system. The last part of thisarticle is the conclusion of the survey and an outlook on the researching of concernedproblem.
