For a long history, the great Chinese people opened up this vast land by their hard-working, brave and wisdom and jointly created a unified multi-ethnic country. In the process of long-term for production and living, they jointly established the profound Chinese culture with long standing. The rich and colorful ethnic culture is the main part of Chinese culture. Therefore, the development of minority culture is the important basis for the Renaissance of Chinese culture, whose prerequisite is to cultivate the talents proficient in the minority culture. At present, how to better inherit and develop and expand the excellent ethnic culture by the method of cultivating the talents proficient in the minority culture, especially by schooling is the current urgent problem which is to be solved. The objective of this paper is to probe into the inheritance way and development trends and influencing factors and the existing problems of the cultural art in the minzu secondary school in the background of slow development of the art education on the impact of the mainstream culture shock.Through consulting a large amount of the relevant literature and doing the interview with the people who focus on the ethic art education in the Tianzhu Tibetan autonomous county and investigating the current situation of the heritage of local minority culture in order to find out the pros and cons and the deep hidden reasons of the heritage of the ethnic culture in the minzu secondary school in the minority areas in the perspective of minority education and multiple intelligence theory to bring up some efficient suggestion to improve to make the ethnic culture and art in minority areas obtain good inheritance and development.The introduction part discussed the purpose and significance of this topic, and the definition of the core concepts, themes and literature review and the research object and the main research methods. In the second chapter, it introduced the basic information of the geography and history and education and culture of the Tibetan autonomous county and its existing variety of folk culture and art form such as the Tibetan folk songs, thangka, Tibetan opera, murals, heishui dance, minority folk songs, embroidery, etc. Chapter three part of this paper, which showed the current situation and existing problem of ethnic culture development through interviewing the leaders of the department of education and the director of teaching and discipline and art teachers and students and parents in the minzu secondary school in tianzhu Tibetan autonomous county and doing the questionnaires to the students on whether the art curriculum involves the region folk culture and teachers’teaching skills and the attitude towards the folk culture to conclude the status quo and problems of the ethnic culture development. Chapter four is the key chapter of this paper, which put forward the corresponding advice and countermeasures to the investigation and interview result, e.g the investment insufficiency, the insufficient of the government emphasis on the ethnic art education, and the un-strong attitude of the parents towards the inheritage of the ethnic art education, and the lack of common school teaching material of the ethnic art education and no-gu. And the concrete the suggestions are as follows:improve the ability for the school to self-raise funds; cultivate and introduce talents for ethnic cultural teaching; improve liberal wages and benefits for the teachers; the government should formulate feasible countermeasure to ensure the normal art curriculum.
