With the continuous progress of the process of economic globalization, thecontest of comprehensive national strength depends more and more on the quality ofthe cultivation, at the same time, along with the continuous improvement of the levelof national income and the concept of change, mass rising urgent demand of highereducation. Jiangxi Province is located in central China, is the level of economicdevelopment of underdeveloped big agricultural province, the face of the constantexpansion of higher education and national funding for higher education governmentlimited conflicts, Jiangxi Higher Education seize the opportunity, to actively promotethe full cost borne by the State turned to the use of the market economy, thecost-sharing reform, has formed the basic framework of State-based, personal andsocial sharing, supplemented, although the mechanisms are still some problems in thespecific implementation process.This paper aims to draw on the results of theoretical studies and practical foreignhigher education cost-sharing and compensation, Jiangxi-sharing and compensationmechanism running the existing problems further analysis, based on the cost of highereducation to adapt to the scientific concept of development and building a harmonioussociety, direct services Jiangxi Higher Education for sustainable development andJiangxi in the central region and the higher education cost-sharing with the perfectionof the compensation mechanism useful exploration. Through the whole analysis of themechanism of Jiangxi higher education cost-sharing and compensation, the article hassome conclusions as follows:First, through the relevant literature review, combing the domestic highereducation Cost Recovery Mechanism of the relevant outcomes of the cost ofeducation, higher education costs, the share of higher education and compensationrelated concepts defined. Meanwhile, the article introduce the relevant theoretical basis of higher education cost-sharing and compensation: the human capital theory,quasi-public goods theory, cost structure theory, educational cost-sharing theory,educational theory, and investment income interest income and ability to pay principletheoretical exposition draw these are supportSecondly, through the inspection of foreign culture literature, analysis of the U.S.,Australia, UK and Japan four representative countries of higher cost-sharing andcompensation mechanism modes of practice characteristics, combined with China’snational conditions, the following conclusions:1. Higher Education Cost Sharing themain three main models;2. Governments should be shared by higher costs mainly;3.educated to bear part of the cost of higher education;4. universities, socialorganizations should bear part of the cost of higher education.Again, from the specific situation in the province of Jiangxi departure, throughthe Jiangxi Higher Cost Recovery Mechanism dig existing problems, respectively,from the government, students and social dimensions departure, that the Government:the total lack of investment in education, resource utilization low efficiency, thedevelopment of standards bias tuition, tuition payment single, cost accounting issimple; student level: high levels of personal burden, lack of student financial aidsystem; social dimension: color blooming commercial institutions, social donationsinsufficient.Finally, through the relevant literature review, for the Jiangxi Higher CostRecovery Mechanism analysis of existing problems, proposed for the cost-sharingsituation in Jiangxi Province and compensation mechanism optimization strategies: toincrease funding for financial education, the development of science tuition feeMeasures to strengthen the education cost accounting, improve poor students identifyand review mechanisms and methods to determine the appropriate recovery period,emphasis on research integration, improve students’ personal credit system, to play arole in compensating social donations.Higher Cost Recovery has become a trend, Jiangxi Provincial Office ofEducation based on the poor province, should learn from foreign higher educationcost sharing successful models and compensation mechanism, combined with thespecific situation in the province and strive to improve the higher education cost-sharing and compensation mechanisms to promote Jiangxi Higher sustainableand healthy development.
