China has come into the full implementation of the charging system of higher education since 1997, setting up the cost-sharing mechanisms of higher education between government and students (families). This mechanism, to a large extent, has resolved the difficulties faced by higher education foundation. The first cost-sharing theory initiated Professor John Stone has been widely applied in China's higher education reforming practice. At the same time, the research and extensive discussions caused by rapid increases in the amount of cost-sharing of individuals never stops. It is urgent and necessary to carry out the research on cost-sharing problem for higher education, to explore a reasonable proportion for cost-sharing in higher education and to locate a balanced point among education equity, higher education development and social stability.The purpose of this thesis is to explain why our country should clarify the higher education cost-sharing, how much tuition should be reasonable and who should be or will be qualified to judge the reasonableness of tuition of higher institutes.First of all, some higher education related concepts on the relevance of cost-sharing are defined.Secondly, the education cost-sharing is a problem of which many fields are involved. We analyse the higher education cost-sharing on the basis of theory of human capital theory, theory of quasi-public goods, education and economical theory and social equity and education equity theory. It is necessary to expound the theory of higher education cost-sharing basis, pointing out that the theory of cost-sharing in higher education arises from the theoretical background, identify the sources of this thesis and the theoretical and analytical tools. It is a good job to do for further study of this article in theoretical preparation.The third aera is an analysis of the impact of higher education cost-sharing factors, the need for cost-sharing and feasibility are explained from different perspectives. The cost of higher education are the primary factors in cost-sharing as well as a shared object; The ability to share the subject of cost-sharing in higher education are the necessary factors, including the main countries, individuals, schools and employers. The individual cost-sharing in determining the proportion of higher education should be considered as a key factor; clear gains from higher education as defined in the proportion of cost-sharing are particularly important. According to "Who gain and who share" the principle, cost of education should be in the income distribution in the main body; supply and demand of higher education affect the investment behavior is a very important factor. The characteristic of China's higher education is the overall supply and demand of lackness. It is a great impact to invest China's higher education, especially higher education investment behavior of individuals .It can not be ignored to determine the proportion of higher education in cost-sharing factors; to improve the cost-sharing mechanism of China's higher education system and to develop the higher education in our country, strong basis are provide based on with developed and other developing countries and the horizontal comparison of higher education course of development of our country's own longitudinal comparison.Finally, based on the higher education cost-sharing analysis of the influencing factors, the Government, the family (individual), schools and employers share the cost of higher education. Taking full account of five principles: the proceeds of the principle, the principle of capacity, principles of social equality and the principle of social needs, as well as the principles of diversity; taking into account the actual conditions of our country, it is probably the financial model selection with high fees of private colleges and universities and low-cost-based model for public colleges and universities higher education in our country. And on this basis, we can provide a solution to cost-sharing system in China's education system to improve the operational mechanism.
