Research On Sustainable Development Strategy For H Tobacco Vocational School

Vocational education plays an important role in promoting national economy development and improving the employment rate. Secondary vocational education has its own advantages and disadvantages. H Tobacco Vocational School, sponsored by the tobacco industry and supervised by Shandong Provincial Education Department, has gone through30years and recently has made great progress with the support from all walks of life and her own efforts. However, some problems have arisen in the long-run development of the school due to policy changes and limited resources and other factors, especially in strategies, which have brought about negative effects on the school’s development. Therefore, it is necessary to carry out strategy management for the school to make further development. This article makes researches into H school’s development strategy and designs a strategy plan suitable for its own development, based on strategy management theories that the author learned in MBA learning and on the national policy, tobacco industry environment and the school’s current situations.This article first makes PEST analysis and analyzes the school’s outer macro-environments and points out the favorable and unfavorable factors for the school’s development. Second, the article makes SWOT analysis and systematically analyzes the outer opportunities and challenges which the school faces and the school’s advantages and disadvantages. Based on the above analyses, the author decides the school’s development strategy positioning and strategy goal and other development visions and puts forward strategy choice and design principles suitable for the school’s development and some feasible strategies for the school to be choosen from. Based on the above analyses the school’s developmemt strategy goal can be designed as follows:the pattern of vocational education and industry employees training being treated equal, markets being developed together inside and outside the provice and the number and level of the students and trainees being improved should be formed; The faculty of the school should be further optimized to realize team-orientation and specialization; Obvious progress will be made in major construction and inner management should be more standard and comprehensive strength will be greatly improved. At that time the school will be a comprehensive higher vocational college which combines vocational education, employee training and adult diploma education and the aged culture education.The research shows that opportunities and challenges coexist in Vocational schools and H-school must seize the opportunity to carry out strategy management and improve the awareness to realize its sustainable development. This articles combines theory and practice and applies the strategy management theory to the school’s development strategy research. The research results made in this article will provide some references to other similar schools.
