All round the world pattern, the situation is changing everyday, and the science and technology develop rapidly. Global economic integration is the trend of the times, a country rely on the self is not possible. The economy and trade contact have become frequently between our country and other countries that promotes China’s further economic integration with the world and adjusts the industrial structure constantly. With the increasingly grim competition, the enterprises and institutions need more people and they hope these people are talent enough. The talent reflection is not only in the ability to work, but also in their ability to continue to contribute to the organization. The high skilled persons are important to China’s economic development obviously, but the technical persons are lacking resources in China and the persons with good and bad quality are intermingled, especially we lack of the high skilled persons. The direct reason is that the development of vocational education in China lags behind the rapid economic growth, which has restricted the upgrading of industrial structure. Therefore, the countries attaches great importance to the development of vocational education. But with the expansion of the college entrance examination and education structure adjustment, higher vocational education is facing new challenges. The opportunities and threats are mixed together, so how to survive and develop continuously in the increasingly fierce competition is the top priority for every higher vocational colleges.In this paper we based on the local regional economic situation of the Inner Mongolia autonomous region, combined with the characteristics and potential of NH Institute, and used the relevant theories of strategic management to analyze such as PEST and SWOT tools. We hope to seek the strategic plan for their own development, and to propose some suggestions for the construction of the subject, the cultivation of teachers and the construction of the practice base in school and out of school.Through analyzing,NH college should make focused differentiation as a competitive strategy of the college and make specific groups as a recruit students target.Meanwhile, on the basis of the modern apprenticeship, reforming the teaching process, expanding the training ratio of ordering form.Furthermore,innovating talent training mode, deepening the cooperation between colleges and company and attracting recruit students with employment.Finally,we will train the high skilled professionals who have innovation consciousness, strengthen knowledge and high quality.At the same time, it also puts forward some suggestions on other aspects of the development of the school and hope to provide reference for the development to other vocational colleges.
