As the reform and development of higher education in China, independent colleges have grown to become an important part of higher education. As income levels of the families vary widely, the financially poor college students form a special group. Our country has already established a relatively complete policy system for funding those poor students. However, there are still some deficiencies in China's current policy system for poor students due to various factors. Especially that of the system in independent colleges relatively falls backward. Considering these above factors, this thesis analyzes the evolution and development of funding policy and system for financially poor college students. Based on these analysis and combined with long-term working practice in this filed. This thesis further puts forward the preliminary proposals on how to improve them.This thesis includes five parts, including the introduction.The introduction part mainly introduces background and significance for selecting the topic. The funding of financially poor college students has always been a trouble for domestic and foreign universities. With the fundamental changes in our higher education system, students need to bear part of the costs for receiving education. So that the economic pressure of some financially poor families has increased significantly. From the perspective of private independent colleges, independent colleges continue to grow with the same increasing number of students on campus. The proportion of financially poor students keep correspondingly increases year by year. Therefore, the problems of financially poor students in colleges may arouse some deeper social problems. It is high time that we take different measures to tackle the problems and to construct our harmonious society. To this end, carrying out scientific research on the funding of financially poor students is of great practical significance. Secondly, a brief review of the domestic academic research on the problem of financially poor student has been made. First of all, the concept of financially poor students has been defined with the special characteristics of those in independent colleges. Secondly, the main introduction of funding system for financially poor students. Thirdly the existing system in China and its problems. Finally, this study briefly describes the content and approach to the study. Chapter One: the theoretical basis of funding the financially poor students. The funding of financially poor students in colleges is not only a educational problem but also a economic issue which both concern the social conditions and political ones. Many scholars have already study the related issues from different theoretical views.Generally speaking, the relevant theoretical basis includes the following aspects. One of them is the theory of fairness and justice focusing on educational equity. Second, the economic development of inclusive education in which points out that to guarantee all members of the society get access to education equally and everyone is able to change their future through education. So that every citizen is equal to grasp the opportunities for improving future living conditions and enjoy the fruits of reform. Third, the general profit education and social development. The superiority of socialism is highlighted by helping and funding the financially poor students, and securing the right of receiving education.Chapter Two: the evolution of funding system for financially poor students in universities of China. Over the years, the Party and the government attached great importance to college students, particularly the lives and study of those poor students. Since the founding of new China, with the development of higher education the government investment in education continues to increase. The college funding system for poor students has been continuously developed and improved. Gradually the relatively complete system of subsidy policy formed. With the reform of college entrance, the scale of college students has expanded each year as well as the number of poor students. To this end, the government, society and universities have adopted a series of measures. Besides the basic form of the original grant awards, the diversified funding system include the formation of "award, loan, assistance, compensation, minus". Due to a variety of factors, our financial funding system for poor students remains to be further improved and perfected. In this chapter we will make independent college as reference to briefly introduce the evolution, achievements and existing problems of the financial funding system for poor students. Despite fruitful achievements we have gained, there are still some shortcomings and deficiencies, such as poor access to funding information, inefficient allocation of funds, the limitation of funding, the higher standards of applying for loans. We need to overcome those problems in reform so as to maximize funding efficiency. Specifically, it means to improve the design of the system, the shortage of the government's educational funding, lack of reasonable recognized qualification mechanism for poor students, the unreasonable arrangement for work-study job with great potential, the inactivity of the banks to issue loans, the "double high" situation for the bank and limited involvement of social forces to fund poor students.Chapter Three: the suggestions for completing financial funding system for poor students. China's current comprehensive financial funding system includes "award, loan, assistance, reduction, fill"which has taken several factors into account such as China's specific national conditions and higher education reform. This was the theoretical solution of higher development of education in the relationship between fairness and efficiency. However, due to the relative lack of financial investment of the government and limited participation of the social forces, the funding of financially poor students in college is still faced with many problems. We must take effective measures to develop and implement scientific, reasonable, fair and efficient system of funding policy in order to create opportunities of higher education for more students with financial difficulty families. First of all, the dominant responsibility in funding of the financially poor students should lie in government. As the biggest beneficiaries of higher education, the government should bear the greatest responsibility and play a dominant role in the system such as speeding up the improvement of legislative system; clarifying the rights and obligations of all levels of government, school, society, families and students in the funding process; establishing orderly and efficient system and making sure that the financially poor students grow healthy under the regulations. Secondly, colleges should play a positive part in the financial funding system. They should continue to do well in qualification mechanism construction as well as make supervision of teachers and students into full force, and set specialized scholarship for financially poor students according to the characteristics of different schools. Thirdly, we should strengthen the major function of the national student loans in the whole funding system, continue to do publicity work, determine a reasonable student loan repayment mechanism, innovate the ways to recover the loan, and actively expand the student loans in the students'birthplace. Fourthly, we should expand the channels of funding system such as the establishment of social assistance network system, broaden the coverage of work-study jobs, improves the level of work-study work and technical content. Fifthly, we should reform the pattern of funding and enhance their own"hematopoietic function". Considering we are in the primary stage of socialism, various undertakings require further development. Therefore, social capital including the financial one can not meet the funding needs of the poor students. To enhance the sustainable development of the current funding system capacity, we should take a variety of ways to speed up the reform of the funding pattern to transform the "transfused blood " to "hemopoietic blood" as soon as possible and constantly enhance its hematopoietic function. Sixthly, we should combine the entrepreneurship education and the funding of financially poor students with the characteristics of profession as well as the students. The personnel training and the professional setting of independent colleges are closer to market needs. The students are from the forefront of reform and opening up southeast coastal areas. They are influenced by the commodity economy and the long-term market economy with strong passion for setting up their own businesses. Many of whom have adopted different entrepreneurial approach to practice. Therefore, the independent colleges can continue to tap the traditional potential of funding the financially poor students and combine it with encouraging entrepreneurship. Finally, we can innovate a unique mode which is suitable for private independent college.The final part is the ending words.
