With the development of China’s urbanization and advancing, migrant workerspopulation is larger and larger, so their children’s education problem has caught theattention of society. In2003, the policy was made by State Council, Notice about theEducation Problem of the Children of Migrant Workers, which required that “givingpriority to the defined government and the full-time public schools”. The policepreliminarily solved the education problem of the children of migrant workers. Nowten years later, more and more children of migrant workers in the defined areas facedthe problem of college entrance examination. State Council forwarded the Ministry ofEducation and other departments‘views on the children of migrant workers in the cityafter receiving compulsory education on to participate in entrance examinations in thelocal’ in30August,2012.Which made a provisions to the local government that thecollege entrance examination plan of migrant workers’ children should be drawn upby the end of2012. Today, except Tibet, other provinces have introduced solutions.However the solutions did not work very well, especially in Shanghai. So, in theinitial stages of the college entrance examination plan, investigate and study itsmaking process and implementing situation has great significance.This paper is divided into five parts.The first part is the definition of the core concepts. In order to the narration isaccurate and convenient, the author defines three core concepts: migrant workers andthe children of migrant workers, offsite college entrance examination and entranceimmigration, the college entrance examination system and offsite college entranceexamination system.The second part with Institutional Change Theory, the author finds out the rootcause of offsite college entrance examination questions, and holds the idea that thecontradiction between the demand of offsite college entrance examination and supplyof college entrance examination system is the main cause in the education problem.The third part discusses the establishment of offsite college entrance examinationsystem, and understands the setting of offsite college entrance examination policyaccess conditions through profound analysis of the policy.The fourth part through the investigation of Jilin province, the author finds thereare four factors which affect the local governments to set access conditions. They are asymmetric information, multi-stakeholder game, the limited city resources carryingcapacity and the role of path dependence.The fifth part in order to better implement offsite college entrance examinationpolicy, the author put forward7suggestions according to the influence factors ofoffsite college entrance examination reform which are concluded in part1and part4.There are reform the household registration system, reform the college admissionsystem, balanced the location of high quality higher education resources, establishinga unified national system of electronic registration system, coordinating the interestsof relevant interest groups, formulating a scientific and reasonable offsite collegeentrance examination access conditions, strengthening the evaluation and supervisionabout implementation of the offsite college entrance examination policy.
