"Education And Training 2010 EU Action"

Facing the globalization and knowledge economy, the European Union is paying more attention to the important role that education and training plays in the development of economy and society. From2001to2010, the EU has issued a series of policy reports relevant to education and training, thus forming "Education and Training2010Work Programme". The European education and training policies has reference significance to promote the effective implementation of the education policy in our country, improve the quality of education and promote the harmonious development of the society. The whole research has been developed in six chapters. Besides chapter one, it follows:The social and political backgrounds of the development of EU education and training policies are analyzed in Chapter two, including its the development in the end of20th century and the challenges the Europe is facing. A brief analysis of the general goal of the Lisbon strategy and measures is also included.Chapter three focuses on the analysis of the main contents of "Education and Training2010Work Programme". The contents will be analyzed, including the total target of the strategy, lifelong learning strategy and the policy management tools-the open method of coordination.Chapter four mainly analyzes the implementation of "Education and Training2010Work Programme". Every two years, Europe Commission will release a report illustrating the implementation and progress of the previous stage of policy."The open method of coordination" is the main mechanism for "Work Programme". Projects and progrommes are the main form to promote the "Work Programme", ensuring the effective implementation of education and training policy in EU.Chapter five is the evaluation of "Work Progromme" including its overall characters, positive effect and practical difficulties when it is implemented. Looking to the future development of the education and training policy of EU during post-Lisbon era, we can grasp the continuity and change of education and training policy in EU.The sixth chapter is the part of policy reference, mainly discussing what EU’s education and training policies mean to China from three aspects.
