With the tendency of globalization, the cross border development and the movement of resources in basic education are increasing. Educational systems in many countries are open, and educational policies are becoming more and more international. Cooperation, turnover, resource sharing are main approaches to develop basic education, meanwhile, cooperation and competition are two themes in education. European Union’s internationalization policy of basic education is aiming at the cooperation and communication among countries in EU, improvement of basic education and its competitiveness, and the contribution to the development of economy and society of European. Comenius Programme was started in1995. Its purpose is to enhance the student flow in education, increase the communication among citizens in member countries, develop the cohesion of European people, and to improve the quality and international competitiveness of basic education by the exchange of educational resources. The establishment and implementation of Comenius Programme suited the background and educational concepts in different times. There are three stages of its development and covered31countries in EU. The programme was not only improved the communication among teachers and students in member countries, but also promoted the integration of researches in basic education domain. Since the implementation of Comenius Programme, far-reaching influence has been made on the levels of EU, countries, basic education, and teachers and students. Researches on the programme are meaningful to theories about the internationalization of basic education and formulation of basic education policies in other countries and areas. The present research used policy science and education theories as guidance, and used factor analysis to analyse the background and judgement of Comenius Programme. Comparison was made to analyse the data of the programme. This study employed the literature law and induction to study the effects, characteristics, status, and the influences of Comenius Programme. This study made a full use of library and internet resources, examined the relevant studies and latest data of Comenius Programme. The data includes the monograph and articles in periodicals, degree papers, and official reports and survey data made by European Commission and international organizations like OECD. This study concluded that the emerge and development of Comenius Programme reflects concepts to reply competition of EU basic education, the programme has positive influence on the mutual understanding of EU people, improvement of basic education quality, and the cultivation of international talents. Studies on basic education of EU will supply references and lessons to the development of basic education in our country. So, the researcher chose programme of EU basic education as object, by research the background, legal basis, purposes, contents, results, and existing problems of Comenius Programme, its gain and loss were summarized and its future development was forecasted. It is hoped to supply helpful experience to the basic education reform in China.
