In the context of Knowledge-based economy, the Lisbon conference held in 2000 depicted a blueprint of lifelong learning for Europe.Aimed to create one of the most vibrant Knowledge-based economies, The EU launched a number of new policy and tools in the sector of education and training, European Credit System for Vocational Education and Training, hereinafter referred to as ECVET,was one of them. Being regarded as an effective tool to promote lifelong learning and to improve transparency in Europe,it aimed at promote both mobility and lifelong learning,in order to create a flexible learning path for learners. By recognising,transferring and accumulating learning outcomes,ECVET could determine whether a learner have acquired adequate knowledge, skills and competencies for a given qualifications. And explored the connection of occupation qualification and diploma qualifications,aimed to set up a bridge between the occupation education and higher education, and strives to achieve the transformation of the same or similar learnling outcomes between those two different qualifications.This research based on documents and policy analysis method to systematically studing ECVET,as a tool for lifelong learning and transparency which introduced in the context of integration in EU education and training sector. Starting with the back ground, this research analyzed the significance of the ECVET’s introduction, introduced its operating mechanism and general characteristics, the implementation process and practice case, summarized the effectiveness and problems, forecasted its development trends,and finally, put forward some enlightenments for our country to establish and refine an Adult Continuing Education Credit System to promote recognition of adult learning outcomes in the context of lifelong learning and learning society.This research contained six chapters:The first chapter is Introduction Chapter. Focused on the background, purpose,significance and methods. Summarized relational researches in the domestic and abroad, clarify the specific ideas and innovations,and illustrated some basic concepts involved in the research.The second chapter analyzed the background and the significance of EC VET,which as a tool to promote recognition of adult learning outcomes and mobility.The third chapter analyzed the operation mechanism and characteristics of ECVET.The fourth chapter introduced the implementation steps of ECVET and analyzed some cases.The fifth chapter reviewed and summarized the effectiveness and problems of the implementation of ECVET.According to the implementation of ECVET and recent EU policy trends, the sixth chapter forecasted the development trends of ECVET and learned from EU experiences, put forward some enlightenments for our country to establish an Adult Continuing Education Credit System.
