| With the consolidation of the European economic integration,the European Union has established the “Erasmus Mundus Programme”in 2013 after setting up a cooperation area for higher education in the European dimension,aiming at broadening the boundaries of the original plan and creating an international version.If the first phase of the "Erasmus Mundus Programme" is just the beginning of the cooperation in higher education between Europe and the world,then the second phase of the “Erasmus Mundus Programme 2009-2013” will further this kind of cooperation and establish the reference model for cooperation between Europe and the third country.Based on the theory of internationalization of higher education,the theory of Wallerstein’s world system and the theory of comparative education of Edmund’s cultural relativism,this study aims to analyze motives,content,implementation,experience,problems and trends in detail.Based on this,the implications for the development of China’s higher education internationalization are summarized,and the development and improvement of the internationalization of China’s higher education are explored.The study mainly includes five parts:The first part analyzes the background of the second phase of EU “Erasmus Mundus Programme”,which is mainly based on the motivation theory of internationalization of higher education.From the four aspects of political motivation,academic motives,economic motives,and cultural motives,the second phase can be continued.while not forgetting to summarize the achievements and problems in the EU “Erasmus Mundus Programme” in the first phase,as the basis for the previous research;The second part discusses the implementation of the second phase of the EU “Erasmus Mundus Programme”,the objectives are to improve the quality of higher education in Europe;to establish the status of EU higher education as the world’s academic centre;and to achieve intercultural exchanges and understanding between the EU and third countries through cooperation with third countries.At the same time,promote the development of higher education in third countries,and achieve a win-win situation.The third part discusses the implementation evaluation of the second phase of the “Erasmus Mundus Programme”,and evaluates the significance and far-reaching significance of the Erasmus World Project from the perspective of the internationalization of higher education,the perspective of the world system analysis,and the perspective of cultural relativism;Among them,the EU promotes the internationalization of higher education in Europe and the third countries,whether at the individual,university or national and regional levels,and realizes the cultural exchange and understanding between the EU and the third country.Shape the European Union and the third country of the world system pattern.The fourth part is to summarize the main experiences,problems and future development trends in the implementation of the second phase of the EU “Erasmus Mundus Programme”.the EU has also drawn a number of excellent experiences in the implementation process,including,first,the development of partnerships,taking into account both education and equity;second,the establishment of benchmarking assessment criteria to guarantee the quality of joint curricula;and third,Adopt diversified implementation channels to achieve sustainable development of the project.The experience gained including how to establish partnership,how to guarantee the quality of joint courses and achievie continuous development of the project;while in the implementation process,there is still a need for vigilance,that is,there is overlap risk with other EU higher education exchange projects,lack of synergy between the three major action areas of the project and project evaluation and management needs to be further improved,and other issues that need to be resolved.It is these issues that have provided the EU with a direction for continuing to promote the “Erasmus For All” project.The fifth part analyzes the present situation of the internationalization of China’s higher education and explores the enlightenment of the second phase of EU “Erasmus Mundus Programme” on the development of Chinese universities’ internationalization,and explores the possible path for the development of Chinese universities’ internationalization.It includes striving for the leading position of education,avoiding being marginalized in the world system,attaching importance to cultural exchange and understanding,improving the quality of cross-cultural education in China,introducing a three-stage cooperative mechanism,and developing the cooperative partnership with third countries.To improve the evaluation index system and improve the quality of Sino-foreign cooperative school-running projects,this paper explores the possible path of internationalization development of colleges and universities in China from the above points. |
