As the development of information technology, the integration of information technology and education are more closely. For the needs of personnel education development, our country vigorously promotes the education of information technology and hope that information technology can take revolutionary change for education. E-Learning is typical product combined with information technology and education. Today it has been widely regarded and respected at home and abroad. This teaching organizational behavior changed the structure of teaching, learning to break the geographical and temporal constraints. It creates a pan of the ubiquitous learning environment to meet the learner’s diversity and individual needs so that education is better to reflect people-oriented. As the main bearer form of E-learning, E-learning courses have been great progress in recent years and categories are various forms, but the quality varies greatly. At the same time, there are no unified and authoritative course evaluation criteria to supervise and guide the quality of E-learning courses and the implementation of performance.After a review of large Chinese and foreign periodicals and books and according to the existing network curriculum evaluation features and combine E-learning course’s construction and application that designed by Digital Education Resource Centre in Central China Normal University, it has builds a new E-learning course evaluation index system set for the institutions, operational, scientific and rational curriculum which is more suitable, operational and scientific. During the construction of the E-learning course evaluation index system, this paper has used expert evaluation and AHP method to fix each appraiser’s weigh-coefficient. It is scientific. There are four dimensions of evaluators. At the same time, we will select one course as the instance an evaluation instance to verify the operability of the indicators.There are five parts:Firstly, the paper explains the significance, contents, methods and the thinking of research. The second chapter mainly defines E-learning courses, course characteristics and development. In the chapter three, it describes E-learning course evaluation method and the evaluation index system construction principles while On this basis, we identify indicators established ideas and combines with the nature of the organization of the Digital Education Resource Center to establish indicators, weights and evaluation criteria. Chapter3is the focus of this article which designs indicators and their weights through expert evaluation and AHP method. The fourth chapter is to verify the construction of E-learning course evaluation by selecting a specific instance of E-learning courses. The last part sums up some problems existing in this research process and prospect at the end of the paper.
