The21st century is the century of information, As John· Naisbitt puts that "a new source of strength, not money in the hands of a few people, but the information in the hands of the majority." the rapid development of information technology affects the commercial sector, the military field, even influents the field of education in the world. Many Countries constantly strengthen National Information Construction, and try to train talents to adapt to the information society.In terms of the education field, teachers’information literacy not only influent their own professional development, and also affect students’ information literacy.In the Internet era, the competition among countries has depended on information talents. As nation’s future, students’ information literacy is an important factor for each country in the future. Being educators, teachers’ information literacy play a crucial role for educating students. It has become a key element that how to measure and promotes teachers’ information literacy. However, an evaluation criterion for teachers’ information literacy has not been formed a more authoritative and practical evaluation system at home and abroad. Therefore, it needs to establish a comprehensive, objective, impartial system to evaluate teachers’information literacy.For teachers, in addition to need general information literacy, specific informations about education are asked by teaching professional roles. At present, assessments of students’information literacy has been conducted a series of exploratory researches in the world. However, assessments for teachers’information literacy are few and far between. Therefore, this study will play a referential meaning for building the evaluation systems of teachers’ information literacy and promote the theory of teachers’information literacy evaluation to develop.Elaborate on the concept of information literacy, based on the analysis of researches on the Assessment of Information Literacy Standards, with reference to the professional standards of secondary school teachers in China, educational technology competency standards of teaching staff, and combined with the pre-questionnaire and interviews for secondary school teachers in Tianjin, preliminarily draw a four-level indicators and49third-level of indicators to form an evaluation index system of information literacy. First, set the system to some educational experts, educational technology experts, and experts who are studying library and information science to have their advices by questionnaires. Second, distribute questionnaires made by the third level of indicators to different subject of middle school teachers in different types of schools. And then use the method called factor analysis by SPSS16.0, furtherly screen the indicators, then determine the weight of the indicators and set standard design for the index system.Then a complete evaluation index system is formed for evaluating middle school teachers’information literacy. Eventually, select samples to verify the feasibility of the index system.There are five parts:part1introduction gives the background and the problems,the significance to investigation, the purpose and the method. Part2mainly introduce the concept of information literacy and the information literacy evaluation. Part3mainly introduce the process of designing the information literacy assesment for middle shool teachers. Part4is mainly to verify the feasibility by case study. The last part is a summary of this research.
