The information society and the knowledge economy, with the rapid development of information technology, ask for a huge amount of talent persons. At the same time, the desire to continuing education and the life-long study increases outstandingly. To meet these demands, the development scale of Distance Higher Education (DHE) is magnified. But there are no teaching quality evaluation criteria. Therefore, the most important thing is to set up a unified DHE technical standard.Modern Evaluation Guideline System for Teaching Quality (EGSTQ) of DHE is established on psychology, pedagogy, management study, education surveying, based on Multiple Intelligent theory, the formation study appraisal theory and the development education appraisal theory. It mixes the methods of literature research, the questionnaire survey and the real diagnosis analysis, applies the Analytic Hierarchy process method and the synthesis appraisal model, analyzes the key factors and essential links that influence the EGSTQ of DHE, establishes three levels EGSTQ of DHE, which includes 6 first-level targets, 30 second-level targets, 95 third-level targets, provides synthetic appraisal model and proceeds real diagnosis research.The target system covers the total process of distance education, protrudes the unlimited characteristic in time and space of distance education. The system has obtained scientific and feasible real diagnosis in the actual DHE environment.
