In the information age,technology advance that take the information technology as the main symbolic happened everyday,and the web-based education is also prospering with the rapid development of network.The web-based education can effectively develop the superiority of existing education resources,breakthrough the limit of time and place of traditional education,and expand the social members'opportunity of being educated.In addition, it has also brought brand-new educational ideas,educational methods and studying ways.It had made thousands of experts try their best to study how to take the advantage of web-based education.As the web-based education carrier,web-based course is the key factor to guarantee the quality of web-based education.The following question is,whether these courses are high quality,whether they can get up to the anticipated education goal,and realize their education value.All of them need a synthesis,objectively,comprehensive evaluation system.At present,web-based course evaluation has some different standards and the principle has not formed an authoritative practical system.Therefore,how to establish a series of perfect reasonable evaluation criteria and implement it becomes an important topic which must be solved urgently to develop the web-based education in the future.Studying on Internet is different from traditional studying in the classroom.The traditional course evaluation system focus on traditional teaching,lend to evaluate the result of studying,the evaluation according to the program of instruction,the teacher or the course establishment intention,pays no attention to the study resources.However,the evaluation system based on information technology focuses on study resources.As a result,the traditional evaluation is not so meaningful to nowadays,they are useless except their method,pattern and so on.The research of web-based course evaluation is still in the beginning at present.Therefore,this research to promotes the web-based course appraisal and the information technology education appraisal theory maturely has the certain significance,It ought to help the college find out the outstanding web course,guide them establishing and enhance web-based course.In a word,it has great significance to improve and promote web-based course all the time.This investigation gives detailed explain to the relevant concept, combine the domestic and international research result of the web-based course and analysis the problems in Chinese web-based course evaluation. To deal with these problems, the author point out that web-based course evaluation should be given by the web-based technical staff,the educational technique expert, the discipline expert,the administrative staff and the web-based course user, and then from their different point of views, and so that the result is proper and complete. To the situation that currently guideline system of the web-based course evaluation lack of the nature appraisal and the appraisal object is confused, the author suggest to combine qualification appraisal and natural appraisal, and design guideline system of web-based course evaluation. The guideline system is based on six evaluation, which the appraisers include, and the web-based course learner and counsel teacher belong to the web-based course user. This paper use AHP to fix each appraiser's weigh-coefficient. The design of appraisal target is based on National Ministry of Education's web-based course standard, and consider the some other paper to obtain the level one target and level two target, and to divide level two target into three sub-target, simplify the product weigh-coefficient into equal weigh-coefficient, and choose Li Kate five minutes meters as the evaluation standard. The sum of six appraisers' evaluation value times each weigh-coefficient is the result of some evaluation of the web-based course. Finally, by using Tianjin Normal University's primary and secondary school teacher's web-based course, to choose four web-based courses to verify the appraisal target.There are five parts: part 1 introduction gives the background and the problems, the significance to investigation, the purpose, method and expectative result. Part 2 briefly introduce the web-based course evaluation. Part 3 are the situation both domestic and international, find the problem and solution. Part 4 is to design the appraisal target system, give six appraisal target and the calculation and verify the feasibility by case study. The last part is a summarize of this research and prospect.
