It had made thousands of experts try their best to study how to take theadvantage of web-based education.As the web-based education carrier, web-based course is the key factor to guaranteethe quality of web-based education. Our national Ministry of Education has given a seriesof relational policy which support higher education school to establish their web-basedcourse greatly, and has raised a web-based course establishing tide. The number ofweb-based courses increases rapidly. The following question is, whether these courseswhich had condensed many peoples' painstaking care are high quality, whether they canget up to the anticipated education goal, and realize their education value. All of themneed a synthesis, objectively, comprehensive evaluation system. At present, web-basedcourse evaluation has some different standards and the principle has not formed anauthoritative practical system. Therefore, how to establish a series of perfect reasonableevaluation criteria and implement it becomes an important topic which must be solvedurgently to develop the web-based education in the future.Studying on internet is different from traditional studying in the classroom. Thetraditional course evaluation system focus on traditional teaching, lend to evaluate theresult of studying, the evaluation according to the program of instruction, the teacher orthe course establishment intention, pays no attention to the study resources. However, theevaluation system based on information technology focuses on study resources. As aresult, the traditional evaluation is not so meaningful to nowadays, they are useless excepttheir method, pattern and so on. The research of web-based course evaluation is still inthe beginning at present. Therefore, this research to promotes the web-based courseappraisal and the information technology education appraisal theory maturely has thecertain significance, It ought to help the college find out the outstanding web course, guidethem establishing and enhance web-based course. In a word, it has great significance toimprove and promote web-based course all the time.This paper mainly uses theory analytic method and the literature methodology to carryon the present situation analysis of this topic, we has consulted plenty of periodicals andbooks, collected a lot of correlations papers, carried on detailed analysis and the researchto the related content, we absorb the valuable experience which the predecessors havehad, with actual situation analysis which the union web course constructs, finally found thekey question. Then utilizes related appraisal target system establishment process andmethod established an appraisal target system constituted by 6 appraisal targets tables,and use scientific method to compute weight and grades the standard, designs thecomputing mode.This paper is mainly divided to five parts: In First chapter introduction, it elaboratesthis paper's research background, research significance, research technique, anticipatedresult, paper framework and so on.
