The Study Of Constructing The Innovative Team Of The Innovative City

Economic globalization and the rapid development of science and technology lead to the acceleration of the knowledge-based process, which make the core of the international competition be gradually transformed into innovation capability and technological competitiveness. More and more cities put forward the slogan of building an innovative city and use enhancing the capability of independent innovation as a long-term strategy for the future urban development. In such a context, accelerating the construction of innovative personnel becomes a requirement of the development of the times.This paper first reviewed the related theories of innovative talents and innovative city, made a definition of the concept of innovative city and innovative talents, and distinguished between the innovative talents of innovative city and innovative talents of non-innovative city. Secondly, the paper analyzed the characteristic elements of the innovative city’s innovative talents theoretically, built the innovative talent quality structure model. And then, this article elaborated the functional relationships of innovative talents and innovative city by means of using System dynamics method, built the Causal Loop Diagram of innovative city’s innovation system, on the base of which the paper discussed the role of the three main innovative subject, the government, enterprises and universities, in constructing the innovative personnel of the innovative city, in order to provide a theoretical basis of constructing innovative personnel of innovative city. Finally, in the case of Hefei city, based on understanding the situation of Hefei innovative city construction and innovative talents, the paper analyzed the role of innovative talents in building innovative city of Hefei, found out the defects of constructing innovative personnel in city of Hefei, and put forward the corresponding improvement measures.
