Since the reform and opening up,the problem of talents has been highly valued by the party and the country.In the new century,all countries in the world have attached great importance to talents,especially innovative talents,as a key factor in their economic and social development.Since the opening of the 19 th national congress of the communist party of China,a series of new policies on innovative personnel service have been issued.At present,the academic circle has also paid special attention to the service of innovative talents.In recent years,there have been many research achievements on innovative talents.However,due to regional differences,the research on innovative talents system suitable for the management needs of local governments is still weak.Therefore,this study tries to starting from the basic theory of public management,from the system analysis method,this paper use the empirical analysis,case study method,comparative analysis,literature research,historical analysis,such as integrated approach,innovative talents system construction of HengYang,why,what kind of innovative talents construction system and how to build a scientific,standardized and humanized innovation talent service system to study the system,and aims to explore innovative talents for the construction of service system in HengYang.At present,HengYang city innovative talent service system is still imperfect laws and regulations,weak service organizations,the quality of service personnel to be improved,the supervision system to be improved,technical innovation and service disjointed coexistence and other problems.Its basically have the reason of the respect such as idea,economy,mechanism and system.Therefore,through the field survey of HengYang city related institutions and relevant theories and literature analysis,combined with HengYang city talent resources development status,comprehensive consideration of other such as economic and social development,the article is divided into seven parts to elaborate: the first part is the introduction.This paper mainly expounds the purpose and significance of this research,reveals the basic concepts related to this research,systematically sorts out the relevant literature at home and abroad,and explains the research methods and innovation points.The necessity and urgency of building innovative talent service system are put forward.The second part elaborates the general theory of the research on the construction ofthe service system of innovative talents,the definition of the basic concept of the construction of the service system of innovative talents,the necessity of the construction of the service system of innovative talents and the related theoretical basis.The third part of HengYang city innovative talent service system construction of the role of the analysis,focusing on the existing talent status and innovative talent service measures from several aspects.The fourth part analyzes the existing problems and causes of HengYang innovative talent service system construction.Fifth part of the regional central cities at home and abroad for reference,the experience of the construction of the innovative talents service system,HengYang innovative talents are put forword overall evaluation and improvement direction for the construction of service system,statistical analysis of the object of policy known,enjoyment,satisfaction and demand degrees,for further analysis and improvement of high-end talent policy laid a solid foundation.The sixth part puts forward the countermeasures to improve the construction of HengYang innovative talent service system.The seventh part is the summary of the whole article.This paper tries to make the following innovations: first,from the perspective of research innovation,this paper starts from the perspective of administrative management,and makes a systematic analysis of the construction of innovative talent service system with the theory of administrative management.Secondly,the research method innovation This article from the perspective of policy improvement of HengYang city innovation talent service system construction carries on the empirical analysis and case study,using the empirical research method to HengYang talent service related data a systematic comprehensive analysis,provides the reader with more abundant cases The integrated use of the two kinds of social science and natural science research methods;This study through a large number of surveys and interviews,closely combined with the actual situation in HengYang city and the author's work experience,a good solution to the problem from practice to practice...
