Human resource is one of the most important resources to economy and society development. Modern competition is the competition of talents in the end.The exploitation and utilization to human resource has become the highlight of local government competitive strength.As the market economy develops,the communication between material,capital and technique has expanded to human resource.It is acknowledged by the society that human resource brings the economical benefit.Thus the center and local governments have paid more attention on training and introduction of human resource.It became an important element in the inter-governmental competition. Although the human resource policies of various goverments have been carried out one by one,the value direction of them has not been clarified,which leads to a lot of problems in the operation and establishment of the policies and the failures of them. Therefore, the local government personnel policy must be related to the local social and economic development and economic structure match, can make the talent policy play a positive role.Strong with the fact that central authority "talent powerful country"idea suggesting that,XinJiang have brought forward "talent correspondingly area" strategy.ChangJi have suggested the same strategy.This thesis analysis changji’s talents introduction status quo as an entry point,focus on the main policies and the results we have achieved from talent introduction work.While using public management platform to analyze the reasons which caused current ChangJi’s talent problems.Finally,it connects closely with historical backgrounds and region’s reality, using public policy theory to put forward the countermeasures and suggestions which can solve the problems.By analyzing problems and proposing solutions to achieve "human resources support to achieve economic take-off in ChangJi,for the sound and fast economic and social development of quality human resources support and intellectual assurance in ChangJi."At the same time,this thesis provides a case for reference in talents introduction work for China’s central and western ethnic minority regions.The thesis is divided into five parts.The first part draws on the basic theory of the talents introduction work.The second part introduces ChangJi’s talents introduction in general, including Total quantity, structure, distribution, shortage of talent needs. The third part introduce the main policies and the results we have achieved from talent introduction work, including A combination of research talent introduction policy, High-level talents introduction policy, Public service policy and so on. The fourth part elaborates on the current major the reasons that existed in changji talents introduction.In the fifth part of the thesis,on the basis of analysis and comparison,it proposes the countermeasures which can be taken in ChangJi’s talents introduction work.
