Implementation Of Cultivation Policy Of New Type Professional Farmers In Changji Prefecture Effectiveness Research

The report of the 19 th National Congress of the Communist Party of China proposed the implementation of the rural revitalization strategy,emphasizing that the key and prerequisite for rural revitalization is the revitalization of rural talents.New-type professional farmers are providers of rural human capital and one of the effective ways to accumulate rural human capital.Vigorously cultivating new types of professional farmers is not only an important task to alleviate the shortage of rural labor,but also one of the important measures to promote agricultural and rural modernization,rural talent revitalization and economic recovery.In recent years,Changji Prefecture has actively implemented a new type of occupational farmer training policy,carried out government-led,colleges and universities,vocational colleges as the main training body,selected and identified a batch of qualified new-type professional farmer training demonstration bases,and continuously expanded the number of farmers,Refine the types of farmers to cultivate,and on average,more than 1,500 new-type professional farmers are recognized each year.Initial results have been achieved in changing farmers’ management concepts and improving farmers’ employability,laying a solid foundation for cultivating a group of talents who love the countryside and understand agriculture.In order to comprehensively and deeply analyze the implementation effects of the new-type professional farmer training policy in Changji Prefecture,this article is based on public policy evaluation theory and Dunn’s public policy evaluation standards,from the perspective of responsiveness,fairness,sufficiency,efficiency,and effectiveness.Three dimensions have constructed the evaluation index system of the implementation effect of the new-type professional farmer cultivation policy in Changji Prefecture,and the weight of each index has been determined by the analytic hierarchy process.Based on this,a questionnaire was designed to randomly select 230 villagers from Changji City,Qitai City,and Mulei County who had participated in a new vocational farmer training course.The types of farmers’ occupations included large planters,large farmers,and backbones of professional cooperatives.Collected 220 valid questionnaires,and the effective response rate was 95%.The questionnaire data and weight data are analyzed by the fuzzy comprehensive evaluation method,and the Cronbach’s Alpha reliability test is performed on the effectiveness evaluation questionnaire of the new-type professional farmer cultivation policy in Changji Prefecture using SPSS19.0.The reliability coefficient α>0.8 is regarded as credible.The results show that the reliability coefficient α of the questionnaire is 0.83,indicating that the reliability of the questionnaire is within the credible range.Further data analysis shows that the overall effect of the implementation of the new-type professional farmer training policy in Changji Prefecture is good.In the five levels of policy effectiveness(3.2 points),policy efficiency(3.9 points),policy adequacy(3.8 points),policy fairness(3.7 points),and policy responsiveness(4.1 points),the score of policy effectiveness is slightly Lower than other layers.The main problems in the implementation of the new-type professional farmer training policy in Changji Prefecture are: the content and methods of cultivation are single,the degree of cultivation is not high;the cultivation time is unreasonable,and the cultivation effect is not good;the cultivation assessment is not strict and the qualification certificate is low;each subject Insufficient coordination and low policy implementation efficiency;limited farmers’ educational level and low policy acceptance.In order to effectively improve the implementation effect of the new-type professional farmer training policy,diversified governance ideas are needed.Therefore,in the stage of making recommendations,this article proposes recommendations from the government,universities,and farmers respectively to clarify the leading role of the government and enhance the ability to integrate resources;strengthen the policy The frequency of publicity drives farmers’ enthusiasm for participation;improves the quality of professional farmer certificates and gives full play to the advantages of the cultivation policy;establishes a full-time feedback mechanism to consolidate the training effect.University training institutions should update policy content and innovate cultivation methods;rationally arrange course time and conduct classified management to enhance the effectiveness of cultivation.Farmers themselves should increase their awareness of policies,change their ideological concepts,participate in cultivation with a proactive attitude,and comprehensively improve their professional standards.
