A Survey Report About Primary Civil Servants’ New Media Literacy

The rapid development of the new media has brought a revolutionary change in ourdissemination of information, the social environment of public opinion, media ecologicalenvironment and the way of leadership work. It not only makes the traditional discourse statussuffer a severe blow, the media environment has undergone profound changes. Theinformation society is all surrounded by the various kinds of media. Media literacy hasbecome the basic literacy which is necessary for all social members. Because the medialiteracy embodies the ruling level, in the new media society, media literacy is the rigid indexassessment of the ability of civil servants. The special status of civil servants determines thenecessity of improving media literacy level in order to adapt to the fast-developing of newmedia.How to improve the media literacy of civil servants, enhance their ability of selection,comprehension, skepticism and employment of new media and new media information hasbecome the most urgent official media literacy education.This thesis based on the domestic and foreign existing research results about medialiteracy theory, by analyzing the official media literacy, and combined with the questionnairesurvey method to probe into undeveloped agricultural country areas in central China-the HYCounty primary civil servants’ new media literacy and then research its current status andexisting problems.This thesis is divided into four parts. The introduction part is the research description ofcivil servants’ media literacy, expounding the origin and the significance of the selected topic,analyzing the related concepts,including the media literacy, the new media literacy, the lessdeveloped areas in central China, stating briefly about the research methods, the researchprocess, the selection of the investigation object and the innovation of this study. The secondchapter had described the current situation of the media literacy of primary civil servants ofour country by qualitative analysis and quantitative analysis methods. Then it has apreliminary analysis on the influence factors of the new media literacy. At the same time,introduce the relevant situation about the primary civil servants’ interview. The third chapter uses the method of SPSS and Excel to make a simple data analysis on the current situation ofthe new media literacy of HY County primary civil servants and the ability to using, toquerying, to participating of media literacy. Have a summary of the impact of gender, age,ranking, educational background to the media about use, cognition, query, and participation.In view of the above questions, has an analysis of the factors influencing the media literacy ofHY County primary civil servants. The last chapter is the conclusion and prospect. On thebasis of summarizing above, the thesis summing up the relevant problems of media literacy ofHY County grass-roots civil servants, making a reference on the study of domestic andforeign media literacy, seeking the way to improve the media literacy. Summarizeachievements and shortcomings of the research and prospect of the next direction of officialmedia literacy.
