As national civil servant, the grass-roots civil servant is responsible for executing the national policy, laws, regulations, and contacting with the masses, servicing masses directly, therefore, it is especially important for them to keep in stable, peaceful and positive emotion at work. However, in recent years the representative of new media such as network media, microblog and We Chat has achieved rapidly development, which deeply affects the emotions and mentality of grass-roots civil servants. In this context, it is a very practical, meaningful and valuable topic to explore how to motivate the grass-roots civil servants’ positive emotions, relieve their negative emotions, and manage emotion much more effectively and feasibly.Based on sufficient survey, taking the grass-roots civil servants of state administration of taxation as the main research object, this paper identifies five focal points and difficulties as below, which kind of positive and negative emotions existing because of new media in the grass-roots civil groups; the influence brought by these emotions on civil servants’ work in new media environment; the present situation of grass-roots civil servants’ emotion management under the new media environment; the influencing factors of grass-roots civil servants’ emotion management under the new media environment; how to strengthen the emotion management of grass-roots civil servants under the new media environment.In view of the problems above, by the form of questionnaires, on the bases of related theory of emotional management, this paper analyses these five problems according to the results of the survey. And it comes to the final conclusion, which is that grass-roots civil servants are good at self emotion management at large, but lack of in-depth understanding of emotion management, and grass-roots units are lack of effective emotional management measure. Finally, in order to promote emotion management level of the grass-roots civil servants, this paper puts forward concrete strategies of emotion management from three aspects of individual, organization and society. |
