Legal Considerations Xingkaihu Reserve Management System

Xing Kai Lake Nature Reserve, locating in Jixi city, Heilongjiang Province, is thenational nature reserve of the inland wetlands and water ecosystem, whose mainprotection objects are rare wild animals and plants as well as forest wetland ecosystem.Xing Kai Lake Nature Reserve has preserved the most complete wetland ecologicalsystem in the northeast. Its establishment has a great strategic significance formaintaining regional biodiversity, disaster prevention and mitigation, promoting thecoordinated development of economy, resources and environment, ensuring theecological safety and finally realizing the sustainable development of Xing Kai LakeNature Reserve. However, Xing Kai Lake Nature Reserve is also faced with manyproblems that restrict the sustainable development of wetland protection such asimperfect laws of reserve and regulations, unsound management system, the communityresidents’ weak consciousness to protect the reserve, disputes of the earthy landownership, etc., which bring serious consequences such as the illegal reclaimed wetlandin the reserve, the disappearing of the wetland landscape, and the badly-brokenbiodiversity. Besides, the functions of the wetland original biodiversity, filter pollutantsand purifying water body, preserving and controlling water sources, regulating climate,wave resistance and silting promotion, and freshwater salt balance are greatly beingweakened, bringing about the frequent occurrences of flood disasters, andenvironmental pollution aggravation in the reserves. Hence, the work of the wetlandconservation and biodiversity protection is f acing severe challenges, and a series ofproblems need solving. In the light of this significance, the author of this paper,adopting the methods of case analysis, comparison, historical research and literatureresearch, by studying the existing problems of the management system in the Xing KaiLake Nature Reserve, and by using foreign experience for reference, put forward the ideas for solving the problems of the existing management system in Xing Kai LakeNature Reserve.
