Research On The Legal Issues Of The Nanji Nature Reserve In Poyang Lake

Poyang Lake Nanji Wetland Nature Reserve is located in the southern part of the main lake area in Poyang Lake,which is the largest zone around the area of Poyang lake with the river,Lake double features.There are abundant fish resources,rare waterfowl resources and vegetation resources.It is the famous rare bird habitat all over the world,and is also a famous fishing ground in China.Nanji wetland's shallow freshwater grass type lakes made by rivers flood formation is best-preserved in the same latitude area,which is the only large inland lake delta natural wetland.The typicality of its ecosystem and its functions play an important role in the basin.It is also an important part of the wetland ecosystem in Jiangxi province.It has high scientific research value,ecological value,social value and economic value.However,due to the continuous progress of urbanization and the continuous development of economy,the ecological environment of Nanji wetland is being destroyed,and the ecological factors such as water quality,air and soil are being infringed.This leads to a huge test of the entire wetland ecosystem and wetland biodiversity.The destruction is caused mainly by the production and life of human beings.Such as reclaim land from a lake,cut the birds,cofferdam lake,"farm house enjoyment" etc.There is the lack of the system of laws and the imperfection of regulations behind these bad phenomena.At present,there are many legal problems hindering the sustainable development of Nanji Wetlands Nature Reserve,were reflected in the legislative,judicial and law enforcement,such as the lack of a national wetland protection legislation,the scope of existing laws and regulations protection is not clear,the legal system is not perfect,the judicial system is not perfect,the administrative law enforcement team is not perfect and so on.Cause analysis of adverse phenomenon based on the comprehensive understanding of Nanji Wetlands Nature Reserve,analysis of protection and management experience,and explore the success of foreign science,through the combination of legislation,law enforcement,judicial,wetland protection law system is built up of a relatively scientific and systematic,and real application in practice to solve the problem.The article is divided into five parts,the first part is the introduction,mainly introduces the purpose and significance of this research as well as the domestic and foreign research status of wetland protection law;the second part mainly elaborates the basic situation of Nanji wetland natural protection area and the status quo analysis;third part of the rule of law in the area of wetland protection problems are summarized and analyzed the fourth part elaborated;the legal protection of wetland experience and practices of foreign advanced;the fifth part of the solution,is the core part of this paper,from the legislative system to improve the wetland protection law protection system,law enforcement system and other three aspects as a framework for research and analysis,that is to build the protection system of legislation and law enforcement,the combination of judicial.
