There is security risk in storage, handling and transportation of Civilian explosives.Because of its characteristics determine the product poses a chemical instability. Previousaccident caused significant casualties and property damage, Some of the reasons for whichreason thereof, for operational reasons, reasons of working environment. So far, thereservoir for the domestic civil explosives not yet established the relevant risk assessmentcalculations. Through the study of civil explosives reservoir, the main factors leading tothe accident analysis security system engineering theory and human environment systemstheory as the basis for the analysis of methods for quantifying the size of the probability ofan accident, the formation of a civilian explosives Library Fuzzy Risk Evaluation Methodarea. The main overview of the work of this paper is the following:(1)By fault tree, fuzzy influence diagram method and expert evaluation method tolearn expert advice comprehensive discussion modeled probabilities small probabilityevents;(2)Store the actual situation analysis and management techniques based on civilexplosives, put forward the concept of risk assessment compensation coefficient, andimprove the accident probability model;(3)Forming a fuzzy risk assessment methods in line with China’s civilian explosivesreservoir, combined with No.40of the State Administration of Work Safety risk criteria,risk assessment to help enterprises;(4)Asmall selection of examples of explosives for civil use of the method proposedreservoir conducted a risk assessment, the results of the analysis in hopes of buildingcivilian blasting industry risk assessment system has played a guiding role;(5)Finally, analysis of the regulatory functions of civilian explosives problem, someconstructive guidance.
