The occurrence of accidents is often inevitable because of inherent hazards hidden in major hazard installations. Accidents always cause certain casualties, property losses, environmental pollution and social influence. Therefore, it is important and significant to research and develop the safety monitoring early-warning system with the function of real-time monitoring and warning the degree of risk of major hazard installation. The system is very important for ensuring safety production of company and improving the level of safety management for major hazard installation.Based on the demand of comprehensive supervision department for major hazard installation, the safety monitoring and early-warning system for major hazard installation is established with the structs+Hibernate architectural technologies, JavaScript technology and Arc GIS Server For Flex technology. The main study aspects can be summarized as follows:1. Based on grading standards at the national draft of the classification method, model of accident consequences are revised, property damage is taken as a classification criterion. By comprehensively considerating population distribution and density of property and using two classification criterions, grade of major hazard installation can be determined.2. The system is developed on the B/S structure. Under the guidance of system design principle, hardware structure, software structure, function structure and data flow are designed. Combined with the standard of identification, the online classification method based on the accident consequence, accident consequence model and real-time dynamic risk early warning model based on the fuzzy comprehensive evaluation techniques, function of online identification and classification, real-time monitoring dynamic data, showing accident consequences and real-time dynamic risk early-warning on the GIS is realized by using the technology of JavaBean, Flex and Arc GIS Server For Flex.3. Taking an oil company's oil depot area as an example, Subsystems and function modules of this system are applied. The test results show that the online identification results and the online classification method are coincident with the safety evaluation report. The analysis of accident consequence can predict the injured range. Then system and related methods'value in engineering applications are verified.This system has the scalability and predictability. Taking population distribution surrounded the hazard into account, it can efficiently and professionally identify and classify major hazard installations. In addition, not only the real-time data received by the hazard monitoring equipment, the injured range of accident consequence on GIS can be shown, but also it can predict the real-time risk status of accidents. Therefore, this system could provide better references for government and company in the hazard management.
