In recent years, with the large-scale development and utilization of marine reclamation, the marine reclamation become the hotspot of the type of sea area use and the important management of sea area use.Regional control of the marine reclamation conducive to achieve national macro-control of the marine reclamation.In this paper, on the basis of the theory and policy of the marine reclamation, the author build a model for regional control of the marine reclamation,then analyze the change of the coastline and the marine reclamation during past20years,and then use established model to formulate the scheme of regional control of the marine reclamation for Hebei Province and the province’s three coastal cities,the specific work is as follows:Firstly, summarize the theory and policy of the marine reclamation and elaborate the basic idea of regional control of the marine reclamation.In the first place,from the basic theorystart with,sum up the theory to provides theoretical support for the article;then summarize the policy to provides policy basis for the article;Finally,put forward the the basic idea of regional control of the marine reclamation based on the theoretical support and policy basis.Secondly,build a model for regional control of the marine reclamation.Analyze the influencing factors of regional control of the marine reclamation,then build a model for regional control of the marine reclamation, establish the the evaluation index system and design the model application method.Thirdly, use remote sensing to monitor the the spatial expansion of the marine reclamation during the past20years inHebei Province Make use of Landsat remote sensing images of Hebei Province in1993、2001and2010to reveal the marine reclamation extension of time and space evolution of the past20years.At the same time, analyze the stock resources、utilization of direction、extension strength、speed and other characteristics of marine reclamation reclamation.Fourthly,mark out the level of regional control of the marine reclamation in Hebei Province.Based on the established model,use the data of Hebei Province to mark out the level of regional control of the marine reclamation in Hebei Province.Fifthly,formulate the scheme of regional control of the marine reclamation and propose the management policies of the marine reclamation. Formulate the scheme of regional control of the marine reclamation for Hebei Province and the province’s three coastal cities based on the the level of regional control of the marine reclamation in Hebei Province, the management policies of the marine reclamation.
