Due to the shortage of surface water resources,the Beijing-Tianjin-Hebei region has long relied on over-exploitation of groundwater to support economic and social development,resulting in serious overexploitation of groundwater and causing ecological and environmental geological problems such as land subsidence and ground fissures.The state attaches great importance to the treatment of groundwater overexploitation in the Beijing-Tianjin-Hebei region.In 2014,it launched a pilot project for comprehensive treatment of groundwater overexploitation in Hebei Province.Mining problems.Hebei Province,as an important part of the BeijingTianjin-Hebei region,dynamically tracks and scientifically evaluates the effect of groundwater over-exploitation control in Hebei Province,which is useful for deepening the control of groundwater over-exploitation in Hebei Province,effectively solving the problem of groundwater over-exploitation in Beijing-Tianjin-Hebei,and ensuring the safety of regional water supply.Significance.Based on the national key research and development project "Xiongan New Area Multi-source Joint Allocation and Groundwater Protection",this article carried out the groundwater overexploitation control effect evaluation research in Hebei Province.The main content and results are as follows.(1)On the basis of summarizing the relevant research results of the groundwatereconomic society-ecological environment system,the interaction relationship between the groundwater-economic society-ecological environment system is clarified,and the effect of overexploitation on the groundwater-economic society-ecological environment system is analyzed.Systematic summary of groundwater overexploitation control measures,starting with groundwater over-exploitation control measures,in-depth analysis of the impact of over-exploitation control on the groundwater-economic society-ecological environment system,and excavated factors affecting the effect of groundwater over-exploitation control.(2)Based on the analysis results of the influencing factors of groundwater overexploitation control effect,and following the principle of index system construction,the over-exploitation control effect evaluation index system covering the groundwatereconomic society-ecological environment system has been constructed,and the“ single index quantification-multi-index integration has been introduced.-Multicriteria integration ”(SMI-P)comprehensive evaluation method,established a quantitative evaluation model of groundwater passing level to the medium level,and the ecological environment system has exceeded the level.The effect of mining control has been raised from a pass level to a good level;the control effect of groundwater over-extraction in various cities is generally on the rise.In 2019,the over-extraction control effect of Qinhuangdao City is excellent,with Baoding,Cangzhou,Handan,Langfang,Shijiazhuang,Tangshan,Zhangjiakou and other cities have achieved good over-exploitation control effects,while Hengshui and Xingtai cities have medium-level over-exploitation control effects.(4)Put forward countermeasures and suggestions for the in-depth implementation of groundwater over-exploitation control in Hebei Province,including promoting water-saving efficiency in agriculture,accelerating industrial water-saving and emission reduction,strengthening urban water-saving and loss-reducing and other key areas to save water,and reducing groundwater extraction;Channels increase water supply,improve unconventional water utilization engineering systems;carry out ecological replenishment of rivers and lakes to improve the ecological environment;strict groundwater management,and deepen water resource tax and water rights and water pricing reforms.
