Contemporary China is in the period of social transition. All kinds of socialcontradiction between man and man, man and others, man and societies, is highlightedceaselessly, and the relationship between the environment increasingly tense in the transitionperiod of China. Today, the civil society is perfecting and developed increasingly. Facedwith the current social situation, as a Contemporary Citizens, we should to take theresponsibility consciously. This paper takes the civil responsibility’s research as the startingpoint. Analysis deeply of its concept, content and the reasons of civil responsibility missing.Demonstrates the necessity of civil responsibility education. Guiding scholars think abouthow to organize the implementation of citizenship education effectively, that is the pathproblem of citizen civil responsibility education’s countermeasure. I will introduce the eachpart of this paper specifically:The first part, its talk about from the general concept of civil responsibility’s education,In detail the concept of the civil responsibility, Consciousness of civil responsibility, civilresponsibility’s education, clarified the relationships between those concepts. At the sametime, elaborate the theory of the civil responsibility from self-responsibility, socialresponsibility, state responsibility and environmental responsibility.The second part, analysis focus on the current of lack of civil responsibility firstly. Withthe continuous development of the socialist market economy, pragmatism and egoism iscurrent in community, cause the traditional moral principles are subverted. The lacking ofcivic responsibility is a very serious problem, which can be summarized as follows: Thecountry’s sense of responsibility is weak, the collective’s also and Personal’s responsibilityawareness is lacking, sense of responsibility of environment is lacking. Secondly, the reasonsfor the lack of civic responsibility is deep. Depth summarized in four areas of the actors fromthe subjective reasons, the social objective reasons, the reality educational reasons as well as the responsibility of the Western "individual rights-based" concept.The third part, explore the path of civic responsibility to educate countermeasures basedon analysis of the cause of lack of civic responsibility, and the further development ofeconomic and laid the material foundation for nurturing a sense of civic responsibility.Vigorously develop education, the responsibility to build a four-in-one in school, family,society, the mass media education network. The government should play the leading role toenhance the autonomy of citizens, to enhance the sense of responsibility and self-education.Clear law the rights and obligations of citizens, four specific measures to improve the senseof civic responsibility to provide legal protection, provide education for civic responsibilityto carry out a useful thinking.
